AUTHORIZING THE REQUEST OF MATCHING FUNDS FROM THE
VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) REVENUE
SHARING PROGRAM TO CONSTRUCT THE ULTIMATE DESIGN OF
SYCOLIN ROAD FROM NEAR BATTLEFIELD PARKWAY TO TOLBERT
LANE
WHEREAS, the Revenue Sharing program is one of several initiatives approved as amendments to
the FY 2004-2006 biennial budget that promotes the VDOT - locality partnership in addressing transportation
issues; and
WHEREAS, this is a one time opportunity for cities and towns as passed by the FY 2005 General
Assembly Budget Amendment; and
WHEREAS, the VDOT FY 2006 budget provides funds in the amount of $50 million to be matched
by the locality on a dollar-for-dollar basis; and
WHEREAS, the eligible projects include those currently using a county revenue sharing program or
an Urban System construction program. These funds can be used for new construction, maintenance,
sidewalks, and bike paths; and
WHEREAS, this is the first time that this program has been offered to towns and cities; and
WHEREAS, the localities can either pay matching funds or certify funds are held in a special account
prior to the end of the fiscal year (June 30, 2005); and
WHEREAS, staff considered two projects for the program; Battlefield Parkway from near Kincaid
Boulevard to Route 7, and Sycolin Road Widening; and
WHEREAS, staff recommends applying for the revenue sharing funds for the section of Sycolin Road
between Battlefield Parkway and Tolbert Lane; and
WHEREAS, the section of Sycolin Road between Battlefield Parkway and Tolbert Lane will help
ease congestion and improve safety; and

WHEREAS, the town will provide $568,000 from a developer contribution for American Service
Excellence at the Airport Commerce Park; and
WHEREAS, the Loudoun County Board of Supervisors have appropriated additional funds in the
amount of $432,000 from the gasoline tax towards this project; and
WHEREAS, the town funding and the county funding total the required $1 million matching funds.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The town's share of $1 million consisting of $568,000 from the developer contribution
for American Service Excellence at the Airport Commerce Park and $432,000 from the Loudoun County
share of gasoline tax fund is hereby marked for this project.
SECTION II. The Town Manager is hereby authorized to apply for the VDOT Revenue Sharing
matching funds in the amount of $1 million.
