HomeMy Public PortalAbout2005_06_14_r106 - Underground Construction of DVP Power LineThe Town of Leesburg, Virginia PRESENTED June 14, 2005 RESOLUTION NO. 2005-106 ADOPTED June 14, 2005 A RESOLUTION: RECOMMENDING UNDERGROUND CONSTRUCTION FOR ANY ELECTRICAL TRANSMISSION LINE WITHIN OR IN CLOSE PROXIMITY TO THE TOWN'S MUNICIPAL LIMITS AND OPPOSING OVERHEAD CONSTRUCTION OF A TRANSMISSION LINE ON ANY ROUTE THAT IS WITHIN OR IN CLOSE PROXIMITY TO THE TOWN'S MUNICIPAL LIMITS, OR ANY CONSTRUCTION THAT INVOLVES PART OF THE W&OD REGIONAL PARK WEST OF THE PLEASANT VIEW SUBSTATION WHEREAS, on April 14, 2005 Virginia Electric and Power Company ("Dominion Virginia Power" or "Dominion") filed its application ("Application") with the State Corporation Commission ("Commission") for the construction of (a) a single-circuit transmission line of 230 kilovolts CkV") from its existing Pleasant View Substation to its proposed new 230 kV- 34.5 kV substation to be constructed at a location east of the Town of Purcellville ("Hamilton Substation"), and (b) the Hamilton Substation; and WHEREAS, the Commission has set the Application for hearing in Case No. PUE-2005- 00018 (the "Proceeding"); and WHEREAS, the Application does not include as a preferred route or alternate route any of the nine miles of the Washington & Old Dominion ("W&OD") Regional Park west of the Route 7/15 Bypass; and A RESOLUTION: -2- RECOMMENDING UNDERGROUND CONSTRUCTION AND OPPOSING OVERHEAD CONSTRUCTION ON ANY ROUTE THAT IS WITHIN OR IN CLOSE PROXIMITY TO THE TOWN'S MUNICIPAL LIMITS, OR ANY CONSTRUCTION THAT INVOLVES PART OF THE W&OD REGIONAL PARK WHEREAS, Dominion Virginia Power has included as part of the Application six possible Routes (delineated as C5, C6, D2, D3, E7, and E8) for the transmission line, two of which (D2, D3) utilize the Route 7 Bypass corridor within the town's municipal limits, one (D2) that utilizes a two-mile section of the W&OD Regional Park between the Pleasant View Substation and the Route 7/15 Bypass, and two (E7, Dominion's Proposed Route, and E8) that are within close proximity to the town's municipal limits; and WHEREAS, neither Dominion's Proposed Route (E7) nor any of the other Routes include a proposal to construct an underground transmission line; and WHEREAS, the town has caused to be filed a Notice of Participation as a Respondent in the Proceeding; and WHEREAS, at least one other party in the Proceeding has requested that the Commission order Dominion to refile or amend the Application to specifically include the W&OD Regional Park as a proposed route, and that existing rights of way be utilized to construct the new transmission line facilities proposed in the Application; and WHEREAS, an above-ground transmission line will have significant impacts on the town's citizens and environment, on property values, and on the town's tax base, particularly for routes that are within the town's municipal limits or within close proximity to the town's municipal limits; and -3- A RESOLUTION: RECOMMENDING UNDERGROUND CONSTRUCTION AND OPPOSING OVERHEAD CONSTRUCTION ON ANY ROUTE THAT IS WITHIN OR IN CLOSE PROXIMITY TO THE TOWN'S MUNICIPAL LIMITS, OR ANY CONSTRUCTION THAT INVOLVES PART OF THE W&OD REGIONAL PARK WHEREAS, the interests of the town and its citizens are best served if Dominion constructs its transmission line in an underground configuration for any Route approved within the town's municipal limits or within close proximity to the town's municipal limits, and in no event should a Route be approved that uses any part of the W&OD Regional Park west of the Pleasant View Substation. THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia, on behalf of the citizens of Leesburg, will continue to support only an underground configuration for the construction of any transmission line within the town's municipal limits, or within close proximity to the town's municipal limits; will oppose all overhead transmission Routes within the town's municipal limits within or in close proximity to the town's municipal limits; and will continue to oppose the approval of any Route that uses any part of the W&OD Regional Park west of Dominion's Pleasant View Substation. FURTHER, RESOLVED that the Town Council will continue to work with Dominion Virginia Power, Loudoun County, our state legislators, other stakeholders, and the State Corporation Commission to carry out the intent of this Resolution, and to ensure that no part of the W&OD Regional Park, or any area in the vicinity of the W&OD Regional Park west of the Pleasant View Substation, is part of any Route that is approved for the construction of the proposed 230kV transmission line to Purcellville. A RESOLUTION: -4- RECOMMENDING UNDERGROUND CONSTRUCTION AND OPPOSING OVERHEAD CONSTRUCTION ON ANY ROUTE THAT IS WITHIN OR IN CLOSE PROXIMITY TO THE TOWN'S MUNICIPAL LIMITS, OR ANY CONSTRUCTION THAT INVOLVES PART OF THE W&OD REGIONAL PARK FURTHER, RESOLVED that the Town Council continues to pledge to use all legal measures to ensure that any transmission line is approved and constructed in a manner that is consistent with this Resolution.
