Members present were; Jeanne Boehm, Roy Robinson, Roland Bassett Jr. and Elizabeth Taylor Members missing were; William Reyburn, Paul Hush, Michael Lach and Paul Ruchinskas, 1. Approval of Minutes of July 9, 2008 Motion by Roland Bassett Jr. to approve as presented. Second by Jeanne Boehm. VOTE 5-0-0 2. Application Discussions A. Latham Centers, Inc. Historical Commission had been asked to review and rank this project. There recommendation was read to the applicant. • The CPC explained their position on "up front" money • Anne McManus-Latham Centers- discussed their commitment to this project and the merits of producing plans and engineering for a strong presentation to further investors. • The applicant was asked if they were able to raise the planning and design money then perhaps return for further help. Ms. McManus said it would be harder but they would try as they are committed to this project. • Questions were asked regarding public benefit and how much will be visible to the Town. MOTION by Roy Robinson to defer this application. Second by Roland Bassett Jr. VOTE: 5-0-0 B. Stony Brook Mill Sites .Historical Commission had been asked to review and rank this project. There recommendation was read to the applicant. • The Grist Mill is on Conservation Land thus it must come before the Cons Com first. • The Committee has spoken to Chris Miller regarding this project and will proceed through proper channels. Phase I of this project is for maintenance and repair of the Mill. • Dana Condit-Chairman of the Mill Sites Committee-noted that they have a very small budget and have spent the gift and donation account. • The CPC noted this is one of the most important sites in Town but they request each group to participate in funding. Perhaps they should talk to the Town Administrator to share costs. MOTION by Roland Bassett Jr. to postpone Stony Brook Mill Sites Committee until August 27, 2008 for further discussion with Town Administrator regarding funding. Second by Roy Robinson VOTE: 5-0-0 CPC Minutes 08-13-08 C. Brewster Historical Society: Blacksmith Shop Historical Commission had been asked to review and rank this project. There recommendation was read to the applicant. • Varying opinions on this project. Conflict of ideas. • Has not been discussed with Conservation Commission (owner of the property). Selectmen have control of the "Spruce Hill" buildings only. • Town Counsel has written an opinion regarding use of the land (presented for file). • Many uncertainties- these must be settled before approval of funding. • Other possibilities to be discussed; possible Drummer Boy property. Concerns are the traffic, parking and visibility. • Percentage of funding to be discussed. MOTION by Roland Bassett Jr. to table Brewster Historical Society until August 27, 2008. Second by Elizabeth Taylor VOTE: 5-0-0 3. Housing Partnership- Jillian Douglass Property on Underpass Road Feasibility study needed MOTION: by Roland Bassett Jr. to approve up to $5000.00 to proceed with feasibility study for Underpass Road project. Subject to review by Housing Sub-committee. Second by Roy Robinson VOTE: 5-0-0 Next Meeting: August 27, 2008 Motion to adjourn by Roland Bassett Jr., Second by Jeanne Boehm. VOTE 5-0-0.
