A RESOLUTION: ESTABLISHING A PUBLIC ART TASK FORCE
WHEREAS, the Leesburg Town Council recognizes the cultural, economic, and
educational importance of the arts in our community; and
WHEREAS, the Council has supported various arts programs and events via
funding and in-kind support; and
WHEREAS, the Council has received several arts-related requests that span a
wide breadth of cultural offerings or potential offerings in town; and
WHEREAS, the town does not have a public art program or policy in place to
address such requests in a comprehensive, proactive manner; and
WHEREAS, Leesburg is home to a number of quality arts organizations and
artists that provide an excellent resource base on public art programming and policy; and
WHEREAS, the Council recognizes the value of citizens who wish to contribute
time and expertise to creating a framework for supporting the arts, increasing public
accessibility to the arts, and incorporating public art into town policies and procedures;
and
WHEREAS, the creation of a Public Art Task Force would provide a vehicle for
community input on the establishment of a Public Art Commission in Leesburg;
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia
as follows:
SECTION I. That the Council hereby establishes the Leesburg Public Art Task
Force to work with the Town Manager and staff to determine the feasibility of a Leesburg

Public Art Commission; and if such a commission is feasible, make a recommendation on
the organizational structure, funding and scope of responsibilities for the commission;
identify necessary changes to the town's ordinances and regulations; and outline a
timeline for the creation of the commission.
SECTION II. That the Task Force membership shall be composed of eleven
members, and shall include Councilmember Kelly Burk, Councilmember Melinda
Kramer, one member of the Economic Development Commission, one member of the
Economic Development Department staff, and seven community leaders including two
informed and interested community members, two artists (any media), one architect, one
planner or developer, and one business leader.
SECTION III. That the Economic Development Department staff shall work with
local community leaders and arts organizations to identify volunteers, shall issue a public
call for volunteers to serve on the task force, and shall present to Council a list of
potential task force members by August 13, 2005.
SECTION IV. That the Council shall appoint the seven community leader
positions of the task force from this list.
