Members present were; Jeanne Boehm, Roy Robinson, Paul Hush, Elizabeth Taylor, Roland Bassett Jr. and Paul Ruchinskas. Member missing: Michael Lach 1. Review the status of the Cape Rep and Latham contracts for funding previously approved at town meeting. 1. Attorneys have completed the review of Cape Rep contract. No substantive changes. Ready to be signed. Date to be announced soon. 2. Latham- contract not signed yet. Use Cape Rep "model" for Latham. Copies of bills are to be sent to Elizabeth Taylor. Bills ready to be signed. 2. To review "deadlines" for the next round of CPC applications Application from the Crosby Mansion; has been referred to Historical for review. Contact Rich Eldred at Cape Codderto put in article about application deadline for Spring TM. 3. Minutes of October 22, 2008 Motion to accept the Minutes of October 22, 2008 was made by Roland Bassett Jr. Paul Ruchinskas seconded motion. VOTE: 6-0-0 4. Consider and vote on a possible revision of a proposed consultants study on the possible use of the Underpass Road site for affordable housing, to be expanded to include other town owned sites for housing. • One response to the feasibility study. Since then further information has become available; 5 acres site, entrance cuts through, bike trails cuts through, parking lots, may be 2 acres in upper left for housing. Fire Department and Police Department have access questions. There is a tennis court proposal which the Town Administration seems to favor. • Suggest expand feasibility study to include other town sites for afFordable housing including Underpass. • Consider other sited that have been approved by the Town. • 3 parcels have clear title • Set limit of $10,000. from administrative costs. CPC Minutes 1 ]-19-08 - 1 - • Rollie Bassett asked how long the study will take? The Recreation Committee has done a lot of work ahead of time to set up a grant proposal with a deadline. They have to move ahead. $100,000. is needed to redo the old courts. • Paul Hush-reluctant to spend money on an opportunity that may not work out (Underpass and Millstone). • A lot of support for the Millstone site but no legal access. • We could submit a 2-part study; as presented and add other sites. • Legally-we must re advertise to change the scope of the project. • Real cost is in the engineering part • Recreation has a lot invested, fast tract for Tennis project. Enhanced by school accessibility for "quick start" site. • Approve up to $10,000 for complete study. Motion made by Roland Bassett Jr. for two (2) studies to be prepared; 1. Underpass Road parcel as quickly as possible and 2. Second solicitation to include approved parcels from November 14, 2005 STM to follow. Paul Hush seconded. VOTE: 6-0-0 5. Discussion on specific procedures for handling funding requests under the $300,000 expansion of the affordable housing "buy-down" program that has been proposed in the town meeting warrant. • Copy of study to all • Subcommittee and Housing partnership will hold meeting- all welcome.
