As a result of this meeting, Mr. Clark is to discuss acquiring an interest in the property from the current owner prior to requesting our waiving of the tax bill. Mr. Clark indicated he was going to be contacting two attorneys within his organization to discuss the matter. Dunklin St. Attached is a letter from Tom Clark, President of the Board of Directors for the Habitat for Humanity organization. The letter requests the City to forgive the special tax liens against the property so they may obtain the parcel for the amount of back taxes. The total amount of special tax liens is $3,955.00. Attached is an itemized breakdown of the special tax liens against the property. In reviewing the file, it was found that $1,714.24 for asbestos removal was not certified and forwarded to the County Collector. This cost should be included in the amount abated, if the Council approves the request. The property was to be sold in front of the Courthouse on August 24, 1992 by the County Collector of Revenue for delinquent taxes but it did not sell. -77). - _ f (10/1 -T1 Habitat for Humanity P.O. McCarty Jefferson City, MO 65101 Dear Mayor Gardner: The River City Habitat for Humanity (RCHH) is an ecumenical group of local citizens concerned with providing decent housing for people in the Jefferson City area. Habitat raises money, recruits volunteers and constructs sturdy, yet inexpensive, homes for responsible, low income families with the ability to make a minimal mortgage payment. Habitat for Humanity International has presently built 15, 000 homes in the United States. The projection for 1993 is to build its 20, 000th home. By 1994, the organization hopes to construct approximately 10, 000 homes per year. The Columbia affiliate of the organization has been in existence approximately three years and has recently dedicated its sixth home. Our participation will help in the achievement of this overall goal. We have been trying to contact owners of vacant lots in the Jefferson City area that would be suitable for building, but thus far, have been unable to obtain an economical location. We are aware, through the notice of tax certificate sale in the newspaper, of a suitable lot that appears to have been abandoned . The lot is listed as being owned by Rochelle Robinson and is located at 1117 E. Dunklin. A representative from our organization has recently contacted Dave Johnston and was informed that the liens against the property were for demolition and maintenance. In July, the City Council approved a resolution supporting RCHH in their application for the Neighborhood Assistance Program. We would like the city to further encourage our efforts by forgiving the liens and allowing us to purchase the property for the amount of the back taxes. We believe that benefits would accrue to the participant family, the east end community and the city in such a joint venture. Your consideration is appreciated. TO: Mayor Louise Gardner • Members of City Council FROM: Allen Garner, City Counselor ' RE: River City Habitat for Humanity DATE: December 1, 1992 The River City Habitat for Humanity has entered into a contract for the sale of real estate with the current owner of Lots 85 and 86 in Fairview Addition to Jefferson City, Cole County, Missouri (1119 East Dunklin Street). The contract contains a contingency involving the City waiving its lien prior to December 30, 1992. The lien is in the amount of $5,839.24. This matter was previously discussed at a Council • meeting, but at that time there was no documentation of any current or potential ownership interest by the Habitat for Humanity. Because of the way this contract is structured and theamountof the lien, the City is in a position of either acting first to waive the lien which could potentially benefit the current owners should the contact fall through, or causing the deal to fall through, leaving us with our lien against the current owner. This lien results from cutting of weeds, removal of trash and asbestos, and demolition. As previously noted, any waiver of the lien by the Council removes the lien against any and all owners or potential owners of the property. With the contract as written, which ison file with the Law Department, it would appear to be an acceptable risk of waiving this lien in anticipation of the River City Habitat for Humanity redeveloping the property.
