Chairman Henry called the meeting to order at 7:30 a.m. A quorum was present at this time. The
following guests were present: Mike Bates, Central Missouri Professional Services, Inc; Sam
Richardson, News Tribune ~nd Ma,yor Carrie Tergin.

2. Appr()val of the January 19, 2017 Committee meeting minutes
Councilwoman Ward moved and Councilman Hussey seconded to approve the January 19,
2017 minutes, motion. carried.
3. New Business
1. 2017 Mill and Overlay Project Update (Britt Smith)
Mr. Smith explained the street resurfacing plan for the coming year.
Councilman Hussey moved and Councilman Prather seconded to approve the street
resurfacing plan as presented, motion carried.
2. Development Agreement with Helias High School for Myrtle Street (David Bange)

Mr. Bange explained the agreement and requested endorsement from the Committee.

There was discussion among Committee members and staff regarding the cost, the pedestrian
tunnel and possible changes to the agreement from Mr. Crowell and Mr. Moehlmann.
Councilman Hussey moved and Councilman Prather seconded to refer the agreement, with
staff amendments, to the City Council with recommendation to approve, motion carried.
3. City/County Agreement for Myrtle Street and Capital Avenue Projects (David
Bange)
Mr. Bange explained the agreement to the Committee. He stated if directed by the Committee
staff would take this agreement to the County Commission in the first weeks of March.
There was discussion among Committee members and staff regarding possible changes to
the Capital Avenue project, additional costs, and if the County would agree to those costs.
Councilman Hussey moved and Councilwoman Ward seconded to refer the agreement to the
City Council with recommendation to approve, motion carried.
4. Capital Improvement Projects Work Plan (David Bange)
Mr. Bange presented the Capital Improvement Projects Work Plan for the coming year. Also
included was the Wastewater Capital Improvements Work Plan.
5. Storm Water Utility Case Study (Matt Morasch)
Mr. Morasch gave a presentation on what a neighborhood storm water utility would improve,
which included replacement of storm water collection systems in an orderly fashion, maintaining and
restoring stream corridors to improve storm water flow, and infrastructure enhancements to improve
storm water collection. He also stated he is working with GIS to have a tool for citizens to estimate
their cpst for the utility.
6. Wayfinding Project Update (David Bange)
Mr. Bange ~xplain~dthe signs and information kiosks were installed. The project was funded
with a TAP grant as well as private donations. The Downtown Association will put information and
updates into the kiosks~
7. Status Update to Amendments to City Code regarding Noise and Use of
Sidewalks (Sonny Sanders)
Mr. Sanders explained the update to the amendments.
There was discussion among Committee members and staff regarding public comments
received and enforcement.

What is a storm water utility and what will it pay for?
• A storm water utility fund is a dedicated source of money to specifically fund storm water
services that cannot be diverted.
• Jefferson City's main need is for capital funding related to the following:
1. Replacement of neighborhood storm water collection systems in an orderly fashion
that meets community expectations;
2 . Flood resiliency projects such as upsizing culverts to keep roads from flooding and
promote public safety;
3 . Regional detention areas to support f lood control;
4. Bridge maintenance and replacement;
5 . Maintain and restore neighborhood stream corridors to improve storm water flow;
6. Infrastructure enhancements in neighborhoods to improve storm water collection;
7 . Cost sharing program to stabilize neighborhoods by bringing structures into
compliance with storm water codes.

ARTICLE VII. RAT ES AND CHARGES
Sec. 31-700. General Provisions.
All fees and charges payable under provision of thi s chapter shall be paid to the C ity. Such fees
and c ha rges s hall be as set forth herein. All fees and c harges under the provi s ions of thi s chapter are due
a nd payable upon receipt of notice of c harges . Unpaid charges s hall be delinquent and s hall be s ubject to
penalty and interest charges.
Sec. 31-710. Disbursal of Funds.
All revenues derived from the stormwate r utility fe e. as collected, shall be deposited in the stormwater
reven ue fund, and s hall be held. handled. and disbursed in accordance with the terms of any bond ord inance for
issuan ce of stormwater revenue bonds authorized and issued by the City. An amo unt equa l to the requirement of
any active stonnwater revenue bond covenants sha ll be deposited in the replacemen t account as prescr ibed in the
bond ordinance and shall be used on ly for replace me nt. The amount held for replacement shall be considered
separate and apart from any other fiscal reserve required by a ny other financial policy established by the City.
Sec. 31-720. Rules and Regulations.
T he Director and/or his/her designees shall make and enforce a ll rules and regulations as may be
de emed necessary for th e safe. econom ical and efficie nt management, operation and protection of the
City's MS4. for the construction and use of s tormwath connections to the stor'inwater system. and for the
regulation a nd collection of charges for s torm water ser
Sec. 31-730. Rates and Charges
A. Stormwater service charges are hereby levied. according to nationally accepted standards of
impervious area contribution of fl ow and equivalent residentia l unit CERU) methodologies in
substantial compliance and documented in the Burns and McDonnell. Comprehensive
Stormwater Master Plan phase 1-l V and Execu tive Summary. dated October 2003 -February
2006 against everyu-esidential, commercia l. industria l, not for profit. religious. educational and
governmenta l estab li shment lyi ng within the C ity. T he proceeds of such charges so derived wi ll
be used for the purpose of operation. bi ll ing and coll ection s. regulato ry compli ance, mainta in ing,
replacing, improving, enhanc in g t he storm wate r system and equ ipment, and for th e purpose of
retiring the debt for the public sto rmwater system. Public r ight-of-way and streets conta in ed
therein shall be cons ide red part of the s torm water co nveyance system and s ha ll not be assessed a
storm water utility fee .
B. A ll properties in the City shall be charged for stormwater services in accordance with the following rate
table. The sto rm water serv ice charge s ha ll consist of a monthly fixed charge. The charges shall become
effective upon election by the voters. and shall be appl icable until s uch time as the rates sunset or
reauthorized by public vote . Each rate shall be adjusted annually on January I 51
, by 2%.

Sec. 31-740 Basis for ERU Computation.
A. The basis for ERU computation shall generally be made by :rev iew of the latest aerial photography.
Impervious area shall include the building outline, driveways, sidewalks, patios, parking areas (including
paved asphalt, concrete, and/or crushed stone/gravel), and other impervious areas noted. When aerial
photography is unavailable the impervious area will be computed in the field by survey or by engineered
site plan computation.
B. The bas is for a 2500 s quare feet residential impervious area, wa s derived from a review of the City's
residential parcel data indicating a median housin{footorint of 1781 square feet + an allowance (719
square feet) for other impervious surfaces, driveways, sidewalks. a nd paved patios.
C. Credit program. The Director shall establish a user fee credit program for all parcels other th an single
family parcels and--s ingle family duplex parcels. The credit program will be based on volume r eduction,
and cannot exceed 50% of the ehlculated fees.
Sec. 31-750 Adjustments and Appeal of the ERU or Acreage Computation.
A. Any parcel owner in which the stormwater fee is calculated may appeal the computation to the Director in
writing. An appeal shall include a survey or site plan prepared by a licensed e ngineer or surveyor. The
Director may request additional information as necessary to verify the validity of the appeal. The Director
shall notify the parce l owner appealing the calculations in writing of the final calculated fee to be assigned
to the parcel. within s ixty (60) days of the appeal request.
A. All s tormwater service charges s hal l be paid to the City, or it s authorized agent, at the location or
locations designated by the City.
B. Every storm water bill shall be du e on the 15 111 of the month. Any portion of said bill which is not paid by
the 20th day of the month shall be assessed a late charge of five percent (5%) on a ll outstanding amounts.
C. Storm water services s hall b e deemed to be furni shed to owner of all parcels and the owner of the parcel is
liable to the City for payment of the charges. If any bill is not paid within fi ftee n ( 15) days from the date
of such bill. the City may sue the owner of the parcel and receive any sums due for such services plus a
reasonable attorney's fees to be fixed by the court and the costs of such suit. Such suit shall be instituted
by the City counselor upon the order of th e mayor of the City. In addition, the C ity may use suc h other
means now or hereafter available to it under the statutes of Missouri and the ord in ances of the City to
effect th e collection of any bill for storm water fees remaining unpaid upon th e exp iration of fifte en (15)
days from the date of such bill .
D. In the event the owner of the property ha s reason to dispute the amount or nature of any b ill. the recipient
shall be permitted to make payment under prote st, provided that they provide to the City at th e tim e of
payment the following information:
I. The period of time for which the se rvice is di sp uted
2. The reason for the di spute
3. The requested remedy
Nothing contained he rein shall in any way forgive or avoi d any payment to the City as outlined
in this chapter for stormw ater fees . Upon receipt of any such payment under protest, the
Department of Public Works sha ll respo nd in writing te the parcel owner within sixty (60) days
of receipt ofthe protest communication. '

Pl anning Organization (CAMPO) has
engaged the Lochmueller Group to
provide a system-wide assessment of
t he JEFFTRA N t ransit system
(including Handi-Wheels).
The study w ill e v al uate e x i sting JEF FT RA N routes, identify u nmet transit
needs, and propose service modifications to address those needs. The
study will r ecom m end modifications to existing routes and schedu les to
better serve existing and potential new transit users.

The property owners are funding this extension with the City providing engineering and

be first read at the May 1 , 2017 Council Meeting and approved at the May 15 , 2017
Council Meeting .
