ADJOURNED MEETING
TEMPLE CITY, CALIFORNIA
JUNE 2, 1966
Mayor Tyrell reconvened the adjourned meeting of the City
Council at 7:30 p.m., June 2, 1966.
ROLL CALL:
Present: Councilmen - Beckley, Clemson, Harker, Merritt,
Tyrell
Absent: Councilmen -None
Also present: City Manager Koski and City Attorney Martin
PUBLIC HEARING: APPLICATION FOR ENTERTAINMENT LICENSE, "THE
IVANHOE"„JESSE COOK, 9669 LAS TUNAS DRIVE.
Mayor Tyrell announced that the public hearing was open.
City Manager Koski advised that the Notice of Public Hearing had
been published in accordance with the provisions of the Business
License Ordinance for dance and entertainment license, and that
The Ivanhoe already holds a license approved by the Health Dept.
He also stated that a report had been submitted by the Sheriff's
Department License Detail, and that Sgt. Gillman of said Depart-
ment was present and would be glad to answer any questions which
the Council might wish to ask.
Upon the request of the Mayor, the applicant stepped up
to the podium and stated that his name was Jesse Cook, that he
lived in Rosemead at 8767 Valley Blvd., and briefly expressed, on
behalf of himself and his brother, William E. Cook, appreciation
for the opportunity of getting to meet the Council, stating that
this was his first time to be in the Council Chambers. After
thanking the Council, he returned to his seat.
There was a general discussion of the recommendation of
the Sheriff's Department regarding managerial control, and upon
questioning Mr. Cook agreed that he would abide by such condition.
Sgt. Gillman stated that the Sheriff's Department had been greatly
aided by the City's requirement of knowing who is in charge at a
place of business so that the Sheriff's Department knows who to
contact when there is a violation.
Regarding parking, Mayor Tyrell pointed out that The
Ivanhoe is now in the new City Parking District and had the same
parking privileges as the other merchants.
Mayor Tyrell inquired if there was any further discussion
and, stating that it appeared there was no opposition, declared
the public hearing closed.
Councilman Clemson moved, seconded by Councilman Beckley,
that the City Attorney be instructed to draw a Resolution approv-
ing the application of Jesse Cook for a dance and entertainment
license at The Ivanhoe, subject to the condition that any person
assuming managerial control in the absence of the licensee must
first be identified to the Sheriff's Department License Detail
and subject to the approval of the City of Temple City. The
motion was unanimously carried by the following roll call vote:
AYES: Councilmen - Beckley, Clemson, Harker, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
MATTERS FROM CITY OFFICIALS:
Councilman Clemson asked the City Manager if he had the
necessary things on Civil Defense and whether the matter could
be delayed until some other time. Upon affirmative replies to
both questions, he stated there was nothing else he wished to say.

Councilman Beckley brought up the Y's Men's Club change of
location of fireworks stand from Alpha Beta to Gateway Market's
parking lot, 5449 Rosemead. The City Manager advised that there
were no other stands closer than three blocks, and there would
be no prohibition for that reason. Councilman Beckley moved to
approve the change of location, and, duly seconded, the motion
carried unanimously.
Councilman Harker brought up the matter of salaries for
councilmen, referring particularly to the discussion by Don
Benninghogan. In the general discussion it was mentioned that
nothing could be done during the current year, so the matter was
dropped.
Councilman Harker also discussed support of County Propo-
sition W., the water bonds matter, and Mayor Tyrell informed the
Council that the California Contract Cities Association was
supporting Proposition W.
City Attorney Martin read Ordinance 66 -196, An Ordinance
of the City Council of the City of Temple City Amending Subpara-
graph 2 of Article IX, adopted by Ordinance No. 65 -158, of the
Temple City Municipal Code, Relating to Members of the Planning
Commission, and explained that it was necessary to adopt it due
to changes in the State law. Following discussion, - particularly
of the fact that those who appoint should have the right to
remove, Councilman Harker moved to adopt Ordinance 66 -196, secon-
ded by Councilman Merritt, and unanimously carried by the follow-
ing roll call vote:
AYES: Councilmen- Beckley, Clemson, Harker, Merritt, Tyrell
NOES :. Councilmen -None
ABSENT: Councilmen -None
City Attorney Martin then read Ordinance 66 -197, which
was the same as Ord. 66 -196 except not an emergency matter. Fol-
lowing discussion, Councilman Harker moved to place Ord. 66 -197
on first reading, seconded by Councilman Clemson, and unanimously
carried by the following roll call vote:
AYES: Councilmen- Beckley, Clemson, Harker, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
City Manager Koski presented an application of the Pam -
phile Sorority to conduct a car wash at Ray °s. Standard Station on
Sunday, June 5. Councilman Merritt moved to approve the applica-
tion for charitable solicitation (car wash), seconded by Council -.
man Harker, and unanimously carried.
Mayor Tyrell moved to adjourn to a personnel session.
The Council reconvened at 9:30 p.m. with all members in
attendance and by motion adjourned until June 8, 1966, at 7 :30 p.m.
