Beatty, Broeman and Landis Absents Messrs. Brown,and,Collins. Also present were W. H. Webb, Village Manager; Mary Wetterer, Village Clell and Thomas Anderson, Village Attorney. The minutes of the previous meeting of April 16, 1956-were approved as submitted on motion of Mr. Broeman,'seconded by Mr. Landis. Mr, Webb read to the council a letter from It. Ziba Graham outlining their proposal to lease Tract aC" to the village at $ 00.00 per, month with an option to exchange this Tract and $5,000.00 for the village halllot,',pr trade the village hall lot for Tract "C" and $5,000,00 and then buy Lots.1 and 2 of Block l with the Grahams. y Mr. Broeman said he would like to mention to Mr. Landis that iA yesfinformally discussed that we should have an appraisal made of Tract "C" so to have some basis for negotiations. It was then moved by:Mr. Breeman, seconded by Mr.,Landie: ; that pursuant to prior disc.yssion the village manager was authorized to have,an appraisal made:of Tract nCe and unanimous) voted. Mr: Beatty said that we ntill did not have a price iit writing for Tract °C". The village manager told the . council that the Tract had been appraised by Dodd—pammus at $41,000,00. Mr.: Broeman said that the committee had discussed the possibility of consolidating the village- hall and water tank on the one lot, but found that this would not be practical and the price invloved would actually effect sone saving if placed on separate lots. Also, to change the village hall there would have to be an election to get: the voters of Bat Harbour Village to approve of such a change. Mr. Beatty said tie; Council seemed to have three choices: first, that everything be built on -.one. lot, which would be unsightly and also more expensive; second, that we go ahead•.; and build on the old lot and boz Tract "C" as a site for the water tank or condemn the lot for thn appraisal priceAof $41,000.09,which after fees,,etc., would bring , the cost up to more than $45,000.00; third, accept the lease- agreement as offered, which as far as he could see had no merit stall, Mr: Landis said he believed` we should go ahead and offer the company $41,000.09 for Tract "Cr.'. Mr. Broen m said•,tnat he would like to see us go ahead and start the vilinge hall if at all possible and show the company that we are using the original site. Mr. Landis said he was in favor of this also. After further discussion it was moved by Mr. Broeman, seconded by Mr. Landis, and unanimously voted that Mr. Webb be author ized to contact Mr. Graham and explain the situation confronting the council on the village hall and water tank and that Mr. Webb be authorized to offer $440°C400. for Tract "Ca for immediate closing and then take such steps as may be necessary to proceed with the purchase. Mr. Webb submitted to the council bids for the village hell building and garage, and said that when the bids were opened it was explained to the contractors that bids would be considered at this meeting. Mr. Webb said that he would like to contact Mr. Harrison on the basis of having the low bid for .the main building and try to get the bid down to around $105,000.00. After further aiscussion it was moved by Mr.. Broeman, seconded by Mr. Landis and unanimously voted that Mr, Webb"be authorized to contact Mr. Harrison.and if the bid could.be brought down to $105,000.00 to have the contracts prepared for the start of the village hall. On motion of Mr. Landis, seconded by Mr. Broeman, the six months audit was accepted. Mr. Beatty said he would like to table the matter of the sprinkler system for the Collins. Avenue Parks.'. A petition for Daylight Saving Time was submitted and -on motion of Mr. Landis, seconded by Mrl Broeman, the petition was refused. Mr. Webb reported that the 1955 Tax Assessment Roll, was.now 1O0%.collected and due to a late payment we had received interest and penalties of $195,41. There being no further business on motion of Mr. Broeman, seconded by, Mr. Landis, the meeting was recessed until notification from the village manager after•he"had contacted Mr. Graham, The recessed meeting of May 28th was called to order at 8;30 A. M., Saturday, June 2nd, 1956. All"the members of the council were present with the exception`of Mr. Brown. Also present were W.H. Webb, Village Manager; Mary Wetterer, Village. Clerk; and Thomas Anderson, Village Attorney. Mr. Webb told the council4that pursuant to the council's instructions he had called the Grahams and made an offer -of $41,000.00 for former tect "C1T as per our appraisal figure, ,He said Ziba said they were disappointed* they had figured on $45,000.00, but that he would talk it over with his father and call back. When he called the following day he said they would be wilting to split the difference and accept $43,000.00. Be said' hebad contacted`Mr. Beatty and spoke to the councilmen and as they were in favor of the proposition he,had Mr. Anderson prepare a contract forthe purchase of former Tract "C", now -known as Area #4 of the Business Section of Bal Harbour, according to Plat Book 60 -Page 39 of the Public Records of'Dade County, Fla. After discussion on motion of Mr. Landis, seconded by Mr. Collins, Mr. Beatty was authorized to sign the contract for the purchase for the sum of $43,000.00. The council then discussed whether the bonds should be issued as General Obligation or Revenue Bonds to cover the cost of the land purchase and the construction of the water tank and it was the council's opinion that'Mr.'Webb contact Mr. Atwill or some other bond agent to determine which type of bond would be best for the village to issue. Mr. Webb said he had already contacted Mr. Zurwelle who was going to Lii MAX 28. 1956 test bore on the location on Monday: to determine the length of piffles to be used and that he was now preparing a sketch to be presented to'the c6tnoil, The village manager told the council that he bad contaeted Mr,:M. R. Would Harrison, low bidder on the village hall building,"and they be`willing to cooperate bn building the village hall for a figure of $105,000.00 with the revisions being worked on. Be said as soon asthe revisions were made to bring the figure down to $105,000,00 a contract would be prepared on " the revised specifications. There being no further business before the meeting on motion of Mr. Collins, seconded by Mr. Landis,the meeting was adjourned. Attest:. 2a,a/ Village'Clerk JURE 9, 1956 A Special Meeting of the Bal Harbour Village Council was called at 9:00 O'clock A.M,, Saturday, June 9, 1956. All the members of the coTtnnil were present with the exception of•:Mr.Brown.' Also present were W. H. Webb, Village Manager; 'Mary Wetterer, Village Cl and ThomasAnderson, Village Attorney. Mr. Ziba F. Graham and Mr. William Atwill werealso presentr Mr. Webb said that the Grahams had asked that the terms of the contract fora- sale of Area A4 of the. Business District be changed to allow the Grahams to receive more cash at an earlier date. Mr. Anderson explained the new contract'as` submitted by the Grahams to the council and on motion of Mr. Landis, seconded by Mr. Broeman, the previous action of the council authorizing the contract to be executed was recinded and the revised contract as presented at this meeting be accepted, and unanimously voted. Mr. Webb read to the council Mr. Atwill's letter outlining two proposals for the marketing of Water Revenue Certificates for the purchase of land and construction of the water tank. Mr. Webb and Mr. Atwill pointed out that from previous figures a raise of five cents per thousand on water rates would meet the principal and interest payments on the certificates and that Mr, Atwill:had suggested that to make the certificates more marketable that the Florida Power and Light Company 6% Franchise money be also pledged.
