Hamlett A&enda for the Public Hearing, Tuesday, February 5, 1985 at 7:30 P.M. at the Town Iia�1: Item 1: 9.9 acres at the northeast corner of U.S, Highway 70 and Holiday Park Road (across from the Hillsborough Motor Lodge) has been requested to be rezoned from R-20 to R-10. Agenda for the Planning Board Meeting, Thursday, February 7, 1985 at the Town Hall at 7:30 P.M. Item 1: Approval of Minutes (Minutes will be mailed separately or handed out on Tuesday.) Item 2: Consideration of the rezoning request (You need to have been to the Public Hearing on February 5th to vote on the request.) Full attendance is requested. Item 3: Consideration of subdivision request recommendations to Orange County; the two areas are the Robert Scholar request for the land around Harper St. and the Weng Ng request for subdivision of 99 acres just south of S.R. 1332 west of Highway 86 north. L..D. Wagoner Chief of Police Arnold W. Hamlett Woods Brothers for a rezoning of property location on the east side of NC 86 between John -Breckenridge Drive and Fletcher Road, Lot 27 on Hillsborough Township Tax Map 45. It has a frontage of 760 feet and a depth of 330 feet or 4.87 acres. The request if for a change from R-1 Residential to GC -4 General Commercial. Hampton Downs is the name of a proposed Planned Development with eight dwelling units proposed per'.acre. The rezoning requested to PDH -R8 would include a Special Use Permit for the 237 single family attached Townhouses to be placed on this 28.9 acre site west of Wildwood Subdivision. Item 7- Board of Adjustment recommendation regarding a proposed change in the ordinance allowing 6 to 8..gasoline pumps at service stations as part of the sales establishment or taking out the limitation on gasoline pumps. This request was urged to be considered right away to allow E.M: Smith and Son to put up three additional pumps (They currently have three pumps.) as soon as possible. Item 8- Approval of Minutes. Item 9- Recommendation on the Proposed Section 18 considered at the Public Hearing. Item 10- Consideration of addition to Section 8.1.7 of light manufacturing to enable businesses without adverse impacts to make items in the General Commercial district which they are allowed to make as part of a home occupation. Planning Board Minutes of February 7, 1985 Meeting Members present: Myron Martin, Barbara Page, Nancy Goodwin, Tarleton Davin, Calvin Ashley and Bob Rose. Others: Edna Ellis, Robert Scholar, Linda Gourley, Juanita Wilson, Hugh Irby, Hazel Wasner, Argie Laws, Hazel Horner, Mabel Sumner, William and Geraldine Bailey, Carol Palmer, W. Wilson, Faydene Watson, Lola Dixon, Bruce Wagner, Betty and Billy Hicks. The meeting was called to order. Additions were made to the agenda: Item 6 - Rezoning request information, Item 7- Old business, and Item 8 -New Zoning Ordinance. Item -2- The Planning Board nor the Town Board had a quorum so the Town Board will be asked to set another public hearing on the rezoning request for Highway 70, west of Holiday Park Road. Wllis noted that the signs need to be larger giving notice of the haaring. Betty Hicks said that she had not received a notice. The person requesting the public hearing had given the addresses of property owners within 500 feet. Item 3- Subdivision requests for Scholar and Weng Ng were considered. The Town would permit the development and take over maintenance of the sewer system, according to Scholar. Scholar said that he was at step 13 on the Town checklist. The Town Engineer is now deciding on the best solution to the pressure problems for the localized problems that have to be addressed. Martin suggested that the Town Board should review the water and sewer part. Goodwin said that this rezoning request is the equivalent of an R-10 request. Recent developments have incresed the density to an extraordinary amount. R-3 County zoning would be preferable. Scholar said that the traffic count on Dalton in 1982 was 300. He said that he did not think the area's density had changed since 1982. He said that he would not be putting in mobile homes; all of the homes would be modular with cedar siding. He said that he would guarantee that "We will act responsibly. We are dealing with the lowest income level in the Hillsborough area." Goodwin made a motion that the Scholar rezoning request not be rezoned lower than R-3 and that this recommendation go the the County. Ashley seconded the motion which passed unanimously. Goodwin reported that the revised ordinance would not be ready for the February Public.Hearing. Martin reported on the conditional use permits issued by the Board of Adjustment in February. Edna Ellis described the interest of the property owners of the area of Revere Road, Corbin and Nash for rezoning their property from R-10 to R=20. There are 17 large lots which will meet the R-20 requirements and six small lots. The information was to be given to the map committee. Item 6- The board agreed that the rezoning requests were to be presented to the Board prior to public hearing, but that no indications of reactions were to be made. The Weng request was considered. The comments were that the development must have Town approval for water and sewer. The R-3 request was considered appropriate. The meeting was adjourned.
