A RESOLUTION: PRESENTED October 12, 2005 2005-159 ADOPTED October 12, 2005 AUTHORIZING THE INSTALLATION OF A RAISED CROSSWALK ON LAWSON ROAD, S.E., AT BEAUREGARD DRIVE, S.E. WHEREAS, a number of speakers were present at the September 27, 2005 Town Council meeting from the Beauregard Subdivision requesting the closing of Lawson Road at the Tuscarora Creek crossing and requesting traffic calming methods at this location; and WHEREAS, the Department of Engineering and Public Works prepared a speed study for the evaluation of Lawson Road and defined three possible options regarding the closing of Lawson Road; and WHEREAS, the speed study concluded that traffic calming was not warranted due to the fact that recorded speeds do not justify traffic calming methods based upon the requirements of the Leesburg Residential Traffic Management Plan; and WHEREAS, this request was forwarded to the Standing Residential Traffic Committee (SRTC) for review and a recommendation to the Town Council; and WHEREAS, the SRTC reviewed the speed study and three options regarding the timing of the closing of Lawson Road at their meeting on October 3, 2005 and recommend the following measures be immediately undertaken: 1. Remove "No Parking" signs to reinstate parking on 110 feet of Lawson Road only where the roadway is 28 feet to 30 feet in width; 2. Install a raised crosswalk on Lawson Road at Beauregard Drive and Brigadier Court to slow traffic; and WHEREAS, the SRTC also recommends that Lawson Road be kept open and not be closed at this time and voted to keep it open; and A RESOLUTION: -2- AUTHORIZING THE INSTALLATION OF A RAISED CROSSWALK ON LAWSON ROAD, S.E., AT BEAUREGARD DRIVE, S.E. WHEREAS, a raised crosswalk will cost approximately $10,000.00. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Town Manager is directed to have the parking reinstalled on Lawson Road where the width is 28 feet to 30 feet. SECTION II. The Town Manager is directed to have installed a raised crosswalk at the intersection of Lawson Road and Beauregard Drive. SECTION III. The amount of $10,000.00 is hereby authorized from the SRTC budget to the Department of Engineering and Public Works for the installation of the raised crosswalk identified in Section II above. SECTION IV. The Town Manager is directed to have staff conduct a traffic count on Lawson Road before and after the completion of the interchange at Battlefield Parkway and the Greenway and conduct a Public Hearing on the permanent closing of Lawson Road.
