INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE AND ZONING DISTRICT MAP TO EXPAND THE OLD
AND HISTORIC OVERLAY DISTRICT
WHEREAS, it is the intent and desire of Council to protect and enhance the designated
Old and Historic Overlay (H-l) District by identifying significant areas outside this district that
deserve protection in accordance with the goals of the 2005 Town Plan; and
WHEREAS, Zoning Ordinance Section 7.5.10 states that a property may be eligible for
inclusion in the Old and Historic Overlay (H-1) District if it has significant character, interest or
value as part of the town's development or heritage; and
WHEREAS, Barber and Ross Company and Kathryn Perry has petitioned for 11.65 acres
known as Harrison Park for inclusion in the Old and Historic Overlay (H-l) District based upon
the criteria set forth in Section 7.5.10 of the Zoning Ordinance; and
WHEREAS, upon initiation by Town Council, the Board of Architectural Review will
adopt a recommendation to the Planning Commission and Town Council regarding the Zoning
Ordinance Amendment and Zoning Map Amendment to include the Harrison Park property in
the Old and Historic Overlay (H-l) District; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:

AND HISTORIC (H-I) OVERLAY DISTRICT
SECTION I. The following amendments are hereby initiated and referred to the Board of
Architectural Review and Planning Commission for recommendation:
a. Amend Section 7.5.3 of the Leesburg Zoning Ordinance to include the
Harrison Park property, further identified as Loudoun County Parcel
Numbers; 231-19-3353, 231-19-6022, 231-19-6044 and 231-19-0774 in
the description of the Old and Historic Overlay (H-1) District.
b. Amend the Zoning District Map to include the Harrison Park property,
further identified as Loudoun County Parcel Numbers; 231-19-3353,
231-19-6022, 231-19-6044 and 231-19-0774 in the description of the
Old and Historic Overlay (H-I) District.
SECTION II. Pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as
amended, a notice that a Zoning Ordinance Text Amendment and Zoning Map Amendment to
expand the Old and Historic Overlay (H-l) District to include the subject property Harrison Park
will be considered by the Leesburg Planning Commission and shall be published in the Leesburg
Today on October 14, 2005 and October 21, 2005 for a Public Heating to be held on Thursday
November 3, 2005 in the Council Chambers of the Leesburg Town Hall at 25 West Market
Street, Leesburg, Virginia, 20176
