AN ORDINANCE TO APPROPRIATE FRal THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512
was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code
of Federal Regulations provides as follows:
A recipient Government which receives entitlemmient fiords under the Act shall:
(c) Provide for the expenditure of entitlement finds in accordance with the laws
and procedures applicable to the expenditures of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers
of the city of Richmond, Indiana., have established a trust find known as the Federal Revenue
Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more money than was
appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE CaMN COUNCIL OF THE CITY OF RICHMND, WAYNE COUNTY, IND.:
SECTION 1. That for the expenses of said municipal corporation, the following additional
sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing
Trust Fund for certain ordinary and necessary capital expenditures, said sum being subject to
a'1 laws governing the same:

SECTION 2. This Ordinance shall be in full force and effect from and after its passage

emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session in ttie
Council Chambers in the Municipal Building of said City January 16, 1978 ,
at the hour of 7:30 p.m. ,
Councilman Austerman presided with the following members present:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the Cityy of
Richmond, Indiana, on the dates of Jan 5 and Jan 12, 19'18
Said notices stated that a public hearing would be held on the EMF day of
January, 1978 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 2-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Paust moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Ahaus , and on voice vote the motion was
carried.

PROPOSED ADDITIONAL APPROPRIATIONS
Notice is hereby giver, the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on the 16th day of
January 19 77 , will consider the following additional
appropriations in excess of-t.e budget for the current year.
FEDERAL REVENUE SHARING TRUST FUND
Automobiles - Police Dept. $65,000.00
TOTAL $65,000.00
Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.
