Agenda for special meeting of the Planning Board to be held at 7:30 P.M.
on October 17, 1985 at the Town Hall.
Item 1 — Courtesy Review of Preliminary Plan for Section Three of
North Dixie Subdivision. Site is located at corner of
Harper Street (S.R. 1395) and Dixie Avenue, north of Faucette
Mill Road. The 13 acre tract is to be developed in four
phases. Minimum lot size is 15,000 sq. ft. for thirty—six
lots; three lots are 10,000 sq. ft.

OF THE PLANNING BOARD
Members present: Myron Martin, Chairman; Calvin Ashley, Tarleton Davis, Hilda
Brody and Barbara Page.
Others: Kathy Babbitt, News of Orange and Laura Hill, Zoning Officer.
The meeting was called to order at 7:30 P.M. by the Chairman.
Item 1- Courtesy Review of Preliminary Plan for Section Three of North Dixie
Subdivision. Site is located at corner of Harper Street (S.R. 1395) and Dixie
Avenue, north of Faucette Mill Road. The 13 acre tract is to be developed in
four phases. Minimum lot size is 15,000 sq. ft. for twenty-seven lots; three
lots are 10,000 sq. ft.
The Zoning Officer reported that on November 19, 1984, the Town Board voted
to rezone 4.69 acres of the project area to R-10 from institutional zoning.
Three of the lots in the proposed subdivision are zoned R-10, with a minimum
lot size of 10,000 sq. ft. Section I is a minor subdivision with three lots.
Section II includes Lots 4 through 9. Sections I and II have already been
approved, and are zoned R-10. Section III will create 30 new lots making a total
of 39 lots for the whole project.
Project Proposal:
. All roads are to be paved and built to N.C. DOT standards. This includes
Harper Street which runs through and connects with Dixie Avenue. Cost will be
shared with DOT.
All lots will have public water and sewer.
The proposed water main is to be 611.
The development will be done in 4 phases.
Comments from the Board members were:
Ashley asked how far the property was from the proposed water tower. Davis said
the water tower would be in the vicinity of Mr. Walker's property. Page added
that the tower would be about a mile from the project. Ashley's concern was
that the water pressure would be hard to maintain given the distance to the project
area. The Zoning Officer said the issue of water pressure would be addressed
by the Town when final engineering plans are submitted at a later time. At this
time, the Town reviews whether or not water and sewer will be made available to
the site.
The Zoning Officer said there was a question from Susan Smith, with the Orange
County Planning Staff, if Scholar had approval to put in the side lines for the
sewer.

Phase I will be all the lots fronting on Harper and Dixie Streets and will include
corner Lots 11, 12 and 21. Lots 11 and 12 will have restricted access to Lower
Loop Road as indicated on the map. Lots 13 and 14 will have access to Jarra Court.
Lots 11 and 22 will front Willard Way.
The cul-de-sacs are to be paved during Phase II. The temporary cul-de-sac on the
west side of the project is to be built anticapating the construction of an outer
loop which will tie in with the north section of the project. This is to be put
in by Scholar.
The minimum lot size is 15,000 sq. ft. except for the 3 lots in the Town's
jurisdiction which are 10,000 sq. ft. Since the majority of lot 10 and lot 30
are in the County's jurisdiction, they must meet R-15 zoning requirements.
The Zoning Officer said these items are to be added as conditions of approval:
. The plat illustrates a typical lot layout which meets County's zoning
requirements; a typical lot layout showing the Town's zoning requirements must
also be given.
. Plat shows a 20' minimum drainage easement; County proposes that it should be
30' instead of 20'.
. A statement on the plat indicating that the preliminary utility layout is
approved by the Town.
A statement on the plat indicating that the minimum lot size requirement has
been met for both Orange County and the Town.
The right-of-way along Dixie Ave. must be shown on the plat.
The dimension of the cul-de-sac on Lower Loop Road (50') is not shown.
The Zoning Officer asked the Board members for comments on the submitted site plan.
Page asked whether recreational facilities are to be provided.
The Zoning Officer said that under R-3 zoning, recreational facilities are not
required.
Ashley asked about parking facilities.
The Zoning Officer said there will be one parking space per lot, with one dwelling
unit per lot.
Page asked the price range of the houses.
Brody said she thought about $40,000.
The concerns of the members were as follows:
If there was adequate water pressure to serve the area.
Whether an official letter has been sent by the Town indicating that water and
sewer are available.

The Zoning Officer asked the members if they would like to have reports on traffic
generation as they come in. Members asked that traffic information be made
available to them for review.
The meeting was adjourned at 8:00 P.M.
