A RESOLUTION:
APPROVING AMENDMENTS TO THE FY 2006 POLICE BUDGET,
AND MAKING APPROPRIATIONS FOR $99,179.65 AWARDED
THROUGH A DEPARTMENT OF HOMELAND SECURITY STATE
HOMELAND SECURITY GRANT
WHEREAS, the Department of Homeland Security under its Fiscal Year 2004 budget has
awarded a grant to the Commonwealth of Virginia through the Department of Emergency
Management; and
WHEREAS, Loudoun County and the towns within Loudoun County share of the grant is
$555,064.07; and
WHEREAS, the Town of Leesburg has been awarded $99,179.65 as its share of the State
Homeland Security Grant; and
WHEREAS the Leesburg Police Department has worked closely with the Engineering and
Public Works Department, federal, state and Loudoun County officials to identify equipment needs
necessary to improve the town's readiness.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The FY 2006 Budget is hereby amended and an appropriation is made in the
amount of $99,179.65 for the fiscal year beginning July 1, 2005 and ending June 30, 2006, as
follows to include the adjusted totals to the categories and accounts of the funds listed below:
a. From the DHS State Homeland Security Grant Program $99,179.65 is received and
appropriations of $99,179.65 are made to the Police Department FY06 budget for the

purchase of equipment necessary to improve the town's readiness as determined by a
Readiness Evaluation conducted with local, state and federal officials.
b. The equipment purchases that we submitted for in the application are as follows:
1. EPW Sign Board
2. PD Mobile computers
3. Audio Visual Upgrades to TOC
4. Radio Interoperability Equipment For Mobile Command Center
5. EPW Radio Transmitter upgrade
6. Portable Generators and traffic light UPS
7. Traffic control Equipment
SECTION II. The Town Manager is authorized to transfer appropriations made herein to
accounts within the police department.
