ENDORSING THE APPLICATION AND AUTHORIZING THE TOWN
MANAGER TO EXECUTE ANY AND ALL OF THE DOCUMENTS
ASSOCIATED WITH THE APPLICATION FOR A TRANSPORTATION
ENHANCEMENT GRANT FOR THE PURPOSE OF FUNDING A
PLANNING AND DEVELOPMENT STUDY FOR A PEDESTRIAN
OVERPASS ACROSS US ROUTE 15.
WHEREAS, pedestrian safety is an important element of Leesburg's Town Plan and Town
Council vision; and
WHEREAS, the preliminary results of a pedestrian study for the US Route 15 Bypass have
identified the possibility of a pedestrian bridge across the Bypass in the vicinity of Fort Evans Road to
address safety and health concerns; and
WHEREAS, the Town has tried multiple methods to promote pedestrian safety town- wide,
particularly at that location; and
WHEREAS, that location has experienced increasing pedestrian traffic; and
WHEREAS, the Town is interested in developing a long-term solution to address the problem of
unsafe pedestrians crossing at that location; and
WHEREAS, the Town is eligible for a Transportation Enhancement Grant that could be used to
fund a feasibility study to assess the potential of the project; and
WHEREAS, a public notice has been posted of the intent to apply for grant funds; and
WHEREAS, in accordance with Commonwealth Transportation Board allocation procedures, it is
necessary that a request by resolution be received from the local government or
state agency in order for the Virginia Department of Transportation to accept an application for a
transportation enhancement project in the town; and
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:

AND DEVELOPMENT STUDY FOR A PEDESTRIAN OVERPASS ACROSS
US ROUTE 15
SECTION I. The Town Council requests the Commonwealth Transportation Board to establish a
project for the improvement of pedestrian traffic along the US Route 15 By-pass.
SECTION II. The Town Manager is authorized to execute any and all of the documents
associated with the grant.
SECTION III. The Town of Leesburg hereby agrees to pay a minimum 20 percent of the total
cost for planning and design of this project, and that, if the Town subsequently elects to cancel this
project, the Town hereby agrees to reimburse the Virginia Department of Transportation for the total
amount of costs expended by the Department through the date the Department is notified of such
cancellation.
