SPECIAL MEETING OF THE PLANNING BOARD
Members present: Myron Martin, Chairman; Hilda Brody, Dr. Murphy, Barbara Page,
Evelyn Poole -Kober and Tarleton Davis
Others: McKibben Lane, David Van Galen, Michael Brough, Melissa Thomas, Mrs. Riley,
Mrs. Ashley, Edna Ellis, Laura Hill, Zoning Officer and Kathy Babbitt, reporter;
and Alan Rimer.
The special meeting was called to order at 8:30 P.M. by the Chairman, Myron Martin.
The purpose of the special meeting was to discuss and vote on the designation
of the Cone Mills property as a redevelopment area.
Poole -Kober asked why this proposal was presented to the Planning Board with such
short notice. The planning for this project had already begun prior to notifying
the planning board.
Lane explained that the idea of designating the Cone Mills property as a redevelopment
area was first introduced by his firm on October 10th in Greensboro.
No specific plan had been introduced to the Town of Hillsborough until today's meeting.
Brough added that this plan to redevelop the Cone Mills property would be set up
as a contractural commitment with the developer. He also explained that the
development of the Cone Mills property is a mixed use development. Chapel Hill
would approach the development of this property through the special use permit
process. Hillsborough will not be using this approach for the project.
Ellis expressed her concern about the proposed road which is to go through the
western half of the property. The road would attract through traffic to West
Hill Avenue which is primarily a residential area. Martin asked if this proposed
road could be rerouted.
Brody also expressed her concerns for the traffic impact of I-40 near the project
area, erosion control, and the potential for spills on the Eno River due to the
use of this new road. Brody also asked if Lane will be recruiting industry which
are low water users. Lane responded yes.
Brough commented that the planning board will eventually specify conditions for the
redevelopment project. Lane clarified Brough's statement by adding that the
proposed road would not be part of these specifications because: 1) it is not to be
built in the redevelopment area, (it will be west of this area) and, 2) Lane does
not want to make any commitments on the location of the road because they have not
planned where it is to go.
Page requested that site plans be submitted to the Planning Board. Brough responded that
the plans are to be submitted with the agenda for the November 7th meeting of the
Planning Board.
Poole -Kober expressed the follpwing concerns:
1. That the Town Board has been designated as the redevelopment commission.
2. That the resolution as written does not give the Planning Board much time
to review the project, nor afford them the opportunity to have more input
in the project.

3) that the Cone Mills property is not a "blighted" area as indicated in the
resolution.
Poole -Kober asked how long the Town will be designated as a redevelopment commission.
Brough responded that there is no time limit.
Brody inquired as to the usual procedure followed for appointing a redevelopment
commission. Brough answered that larger cities usually have a separate commission
designated. Brough explained that the authority of the Planning Board during this
meeting is to designate the redevelopment area, not to give input on setting up the
redevelopment commission.

Section 1. Based upon information presented to the planning board at a special
meeting on October 28, 1985, as well as information within the general knowledge
of planning board members as residents of the Hillsborough area, the planning
board finds that the property known as the old Cone Mills Plant, which property is
bordered on the north by Johnston's Dam Road (formerly, Dimmocks Mill Road), on
the south by the Eno River, on the wes+ by State RocLd 1148, and on the east by
Bellevue Branch, constitutes a non residential redevelopment area as described
in N.C.G.S. 160A-503(10). More specifically, the planning board finds that the
buildings located on this property are and have been used for non residential purposes,
and by reason of (1) dilapidation, deterioration, age, and obsolescence, (ii) inadequate
provision for ventilation, light, air, sanitation, and open spaces, (iii) defective
and inadequate street layout, (iv) unsanitary and unsafe conditions, and (v) conditions
which endanger life or property by fire and other causes, substantially impair
the growth of the community, adversely affect the surrounding property, and are
detrimental to the public health, safety, and morals of the residents of the town of
Hillsborough.
Section 2. This resolution shall become effective upon adoption.
Davis seconded the motion. The motion was carried; Poole -Kober voted against
designating the Cone Mills property as a redevelopment area.
