A RESOLUTION: PRESENTED:November .8, 2005 2005-174 ADOPTED: November 8, 2005 AUTHORIZING THE PROCESSING OF A BOUNDARY LINE ADJUSTMENT TO BRING THE APPROXIMATELY 15 ACRE PROPERTY OWNED BY SOUTHEASTERN DISTRICT OF THE LUTHERAN CHURCH, MISSOURI SYNOD AND LOCATED ADJACENT TO THE WOODLEA MANOR DEVELOPMENT INTO THE TOWN WHEREAS, the Town recently received a formal request from Robson Group Architects, Inc. representing the Southeastern District of the Lutheran Church, Missouri Synod, for extension of water and sewer to the property owned by the Synod, adjacent to Woodlea Manor; and WHEREAS, the aforementioned property includes approximately fifteen acres and will be planned for the construction of a flexible type building that would contain a large multipurpose meeting room, offices for the church and classrooms, with other phases of development including a sanctuary for seating at least 500 people; and WHEREAS, public water and sanitary sewer from the Town of Leesburg are desired to serve the proposed development as described above; and WHEREAS, engineering and design of the Woodlea Manor development provided for future connection of this property through dedicated water and sewer easements located off of Disken Place; and WHEREAS, the Robson Group Architects, Inc. has requested the Town Council to authorize a boundary line adjustment to bring into the Town the aforementioned approximately fifteen acre site adjacent to Woodlea Manor; and A RESOLUTION: -2- AUTHORIZING PROCESSING OF A BOUNDARY LINE ADJUSTMENT TO BRING THE APPROXIMATELY 15 ACRE PROPERTY OWNED BY SOUTHEASTERN DISTRICT OF THE LUTHERAN CHURCH, MISSOURI SYNOD AND LOCATED ADJACENT TO THE WOODLEA MANOR DEVELOPMENT INTO THE TOWN WHEREAS, Section 15.2-3106 et seq. of the Code of Virginia authorizes Virginia counties and towns to change the boundary lines between them by agreement in accordance with specified statutory procedures; and WHEREAS, a Leesburg Corporate Boundary Line Adjustment to bring the proposed fifteen acre property into the town limits would permit the extension of Town water and sanitary sewer. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Robson Group Architects, Inc. (applicant) shall apply for a boundary line adjustment to bring the subject fifteen acre site into the Town so that town water and sanitary sewer may be extended to the proposed flexible type building to be used by the Christ Community Church. SECTION II. The applicant will be responsible for initiating the Boundary Line Adjustment process and requesting the support of the Loudoun County Board of Supervisors. SECTION III. The extension of water and sewer service to the site shall be for the sole purpose of providing service for a flexible type building to be used by the Christ Community Lutheran Church that would contain a large multipurpose meeting room, offices, and classrooms for an early childhood development center, with other phases of development including a sanctuary for seating at least 500 people, as stated herein. A RESOLUTION: -3- AUTHORIZING PROCESSING OF A BOUNDARY LINE ADJUSTMENT TO BRING THE APPROXIMATELY 15 ACRE PROPERTY OWNED BY SOUTHEASTERN DISTRICT OF THE LUTHERAN CHURCH, MISSOURI SYNOD AND LOCATED ADJACENT TO THE WOODLEA MANOR DEVELOPMENT INTO THE TOWN SECTION IV. The Town Attorney and appropriate staff are authorized to review and execute any documents necessary to process such a boundary line adjustment upon receiving the proper application and supporting documents from the applicant, Robson Group Architects, Inc.
