HomeMy Public PortalAbout2005_11_08_r175The Town of Leesburg, Virginia RESOLUTION NO.2005-175 A RESOLUTION: PRESENTED: NOVEMBER 8, 2005 ADOPTED: NOVEMBER 8, 2005 ACKNOWLEDGING A DEVIATION FROM THE 2005 TOWN PLAN TO PERMIT AN ALTERNATE LAND USE MIX IN THE REGIONAL OFFICE LAND USE POLICY CATEGORY COMPRISED OF 69% RETAIL USES AND 31% OFFICE USES. WHEREAS, Sandler at Leesburg Commons, LLC c/o KSI Services, Inc. has requested a Town Plan Amendment to: 1. Amend Map 8.1 of the Transportation Element of the 1997 Town Plan to permit a diamond interchange at East Market Street/River Creek Parkway/Crosstrail Boulevard; 2. Amend Land Use Policy Map 6.3 of the 1997 Town Plan changing the Land Use Policy designation of the subject property from Business I to Business II; and WHEREAS, on June 2, 2005 the Planning Commission recommended denial of the Town Plan Amendment; and WHEREAS, on August 9, 2005 Town Council approved the amendment of Map 8.1 of the 1997 Town Plan Transportation Element to allow a diamond-shaped interchange at East Market Street/River Creek Parkway/Crosstrail Boulevard; and WHEREAS, on September 13, 2005 Town Council adopted the 2005 Town Plan; and WHEREAS, on October 25, 2005, the Town Council held a public hearing; and WHEREAS, the Town Council acknowledges that the application Supports the following criteria for the Regional Office Category; 1. Helps meet the need for a broad spectrum of local and regional employment that offers high paying jobs and supports a balanced tax base, 2. Provides a high degree of local and regional transportation accessibility, including automobile, bus, pedestrian, bicycle modes of transportation, A RESOLUTION: -2- ACKNOWLEDGING A DEVIATION FROM THE 2005 TOWN PLAN TO PERMIT AN ALTERNATE LAND USE MIX IN THE REGIONAL OFFICE LAND USE POLICY CATEGORY COMPRISED OF 69% RETAIL USES AND 31% OFFICE USES. 3. Provides a multi-activity environment, 4. Retail and service uses are located within office buildings and oriented to the interior of the site and a re within walking distance of the office buildings that they serve, 5. Building design will conform with H-2 District Design Guidelines, and WHEREAS, staff recommends denial. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: a deviation from the 2005 Town Plan is hereby acknowledged to permit an alternate land use mix in the Regional Office Land Use Policy Category comprised of 69% retail uses and 31% office uses.
