AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide forthe expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain necessary
and ordinary maintenance and operating expenditures, said sum being subject
to all laws governing the same.

These funds are to be appropriated for the following project:
Electric Current - Street Lights - Board of Works and
Public Safety.
SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal building of said City February 20, 1978 ,
at the hour of 7.30 p.m.
Councilman Austerman presided with the following members present:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of February 9 and February 16
Said notices stated that a public hearing would be held on the 20th _ day of
February, 1978 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 11-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Carter and on voice vote the motion was
carried.

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

We will also receive a reduction for the lights turned out during the
emergency.
Energy and cost savings
82Kw for a 175w mercury saves $2.46 per month
116Kw for a 250w mercury saves $3.48 per month
180Kw for a 400w mercury saves $5.40 per month
With one-half of the street lights turned off we save $4,774.69
per week.
Therefore ordinance 11-1978 could be reduced by $75,000. for an
additional appropriation of $325,000. I request an amendment to
this effect.
