BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA* SECTION 1. Police Department 11 The following positions be added and shall receive the following salaries; (a) Special Officer ^ Parking Enforcement Detail at $8,320.00 SECTION 2. Motor Vehicle Highway 1) (28) Laborers @ $9,125.00 to be decreased to (26) Laborers @ $9,125.00 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Several years ago, Muter .Maids were used for this purpose. The use cf civi? ian personnel gave way to the use of sworn per:-oni.el. Subsequently, manpower restrictions and increasing reoue w: for police services resulted in the restricted use of sworn officers. This was a matter of priorities within the Depart- ment. it is apparent that tiie abuse of parking regulations. now requires enforcement action.
