SPECIAL PLANNING BOARD MEETING
Members present: Myron Martin, Chairman; Calvin Ashley, Hilda Brody, Evelyn
Poole -Kober, Bob Rose, Barbara Page and Dr. Robert Murphy.
Others present: Mr. Kenion, Laura Hill, Zoning Officer.
The meeting was called to order at 7:30 P.M. by the Chairman.
Item 1- Consideration of rezoning request submitted by Mr. Carr for property
located on US -70A, near the corner of Cedar Grove Rd., Tax Map reference
13, Block A, Lot 2. Applicant is requesting lot to be rezoned to General
Commercial from R-10 zoning. Proposal was brought to Public Hearing on
November 11, 1985.
The applicant is proposing that his property which is 3.85 acres be rezoned to
General Commercial from R-10. Surrounding zoning is General Commercial to the
south and west and R-10 to the north and east. Applicant is proposing that it
be zoned General Commercial stating that the use of his property has been for
commercial purposes such as a supermarket, laundry, car wash and paint/plumbing
retail outlet. At the public hearing it was brought up that this property has
been a requested zoning map change as well as others. It was asked at the
public hearing why this rezoning is being given special consideration. As
explained during the public hearing, applicant is requesting the rezoning at this
time in order to meet the legal requirements needed to finalize a construction
contract for improvements to the building.
The area is not in any flood plain ; it is level and there are no easements on
the property. There is access to water and sewer. Proposed uses will be for
government offices buildings and possibly commercial in the future.
Poole -Kober said that the statement brought up at the Town Board's November
18th meeting saying that this request was not brought to the first public
hearing is incorrect. The total map was brought up at the first public hearing.
The Town Board did not understand that the map was part of the ordinance and
did not note the changes that had been made on the map by the map committee.
She asked that this be included in the records.
Rose made a motion that (1) the Planning Board recommend approval of this
property as soon as possible and (2) that the Town Board consider and approve
all other requested changes. The motion was seconded by Poole -Kober.
Ashley made an amendment to Rose's motion as part (3) that this recommendation
was sent to the Town Board for the April, 1985 public hearing. The motion was

Item 2- The Zoning Officer reported that Item 2 had been cancelled.

Item 3- Courtesy review of Wildwood Section IV. Applicant is requesting a
rezoning from R-1 to R-4 for 28.8 acres located behind existing Wildwood
Sections I -III, south of the southern railroad line. Tax Map reference is
45, Lots 4 (part) and 26. Sections I -III have been rezoned to R-4 and R-5.
Additional information to be provided at meeting.
Sections I -III are located on the west side of 86 just south of Southern
Railroad. The entire area is located within the 10 year transistion area
which is part of the Orange County land use plan (the area is in the process of
changing from rural to urban and that within the next 10 years it will be
provided w�.fh public services).
Phase I has already been approved and is located southeast of the area proposed
to be rezoned. Section I was rezoned to R-4. Lots are a 1/4 acre and are
10,000 sq.ft. Section II is rezoned to R-5 and the lots are 7500 sq•ft.
Section III was rezoned to R-4 and has not been developed yet.
Applicant is proposing that Section IV be rezoned from R-1 to R-4.
. Minimum lot size will be 10,000 sq..ft. If has been suggested that where parts
of the area were steeper the lots would have a larger acreage than in the level
areas.
. Access to the new site will be John Breckinridge Road from Hwy. 86 as well
as Walter Clark Dr. All traffic will flow into the Oakdale Dr. Extension.
There is a letter indicating that water and sewer could be provided to the
site. It has already been provided to Sections through III.
It has to be within a 10 year transistion area, which it is.
There has to be direct access to an arterial or collector street. NC 86 is
arterial and John Brekinridge Dr. and Oakdale Extension are the collector streets.
At this time there have been no traffic projections given. The Zoning Office
determined from her calculations that there would be an average of 952 trips
per day.
Concerns of the Planning Board members were as follows:
. Will Oakdale Extension be able to accommodate the extra flow of traffic that
will be created.
If there will be adequate water pressure.
If there will be any problems with sewage
the treatment plant.

The Zoning Officer said according
Recommendations and Comments from the Planning Board:
. The members would prefer that the zoning be R-2 with a maximum zoning of R-3,
due to the water and sewer availability, the traffic impact on the neighborhood,
the topography of the.land and the soil erosion.
. Request that when the area is developed that it be built to the slope of the
land.
Have the soil erosion control officers inspect the roads before further
construction for soil erosion, and emphasie developing the site according to
the natural drainage.
. Would like a comprehensive plan for the water and sewer.
