APPROVING POLICES AND PROCEDURES FOR THE TOWN OF
LEESBURG GOVERNMENT ACCESS CHANNEL 21
WHEREAS, as of October 31, 2000, the Town of Leesburg entered into a
Franchise Agreement with Adelphia Communications Corporation which granted to
Adelphia a nonexclusive franchise to construct, operate and maintain a cable system in
the streets and rights-of-way of the Town; and
WHEREAS, Section XII of the Adelphia Franchise Agreement states that
Adelphia will provide the Town with one channel for Town of Leesburg Government
Access and this channel has been identified as Channel 21; and
WHEREAS, the Town of Leesburg has been featuring all programming and
information bulletin board slides on Channel 24, which is the Leased Access Channel and
Town Staff would like to move all programming and information bulletin board to
Channel 21; and
WHEREAS, Town Staff needs Town Council approval of these policies and
procedures in order to effectively to administer the Government Access Channel 21; and
WHEREAS, Leesburg Town staff has worked with the Cable Television
Advisory Commission to develop polices and procedures for the government access
channel and feels moving to Channel 21 is in the best interest for the Town.

A RESOLUTION: APPROVING POLICES AND PROCEDURES FOR THE TOWN OF
LEESBURG GOVERNMENT ACCESS CHANNEL 21
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that the Council hereby consents to the proposed polices and procedures for Leesburg
Government Access Channel 21.
