WHEREAS, the Fort Evans Road Project is an approved Capital Improvement Project; and WHEREAS, the Plaza Street Shell Drainage Improvements Project was funded for a drainage study only; and WHEREAS, the Plaza Street Shell Drainage study revealed significant deficiencies in the existing storm drainage system; and WHEREAS, the Plaza Street Shell Drainage Improvements Project provides the necessary outfall for the Fort Evans Road Project; and WHEREAS, it is necessary to construct the Plaza Street Shell Drainage Improvements Project with the Fort Evans Road Project; and WHEREAS, the Fort Evans Road and Plaza Street Shell storm drainage system was designed to allow future developments in the same water shed to connect to the system without the need for an on-site storm water detention system; and WHEREAS, a pro rata share will be established to allow future developments in the same water shed to contribute to offset the additional cost of the new storm drainage system; and WHEREAS, the Fort Evans Road Project that includes the Plaza Street Shell Drainage Improvements Project, was bid with Alternate I to build the storm drainage system, Fort Evans Road, and a multi-use trail; and Alternate II to build the storm drainage only; and A RESOLUTION: -2- AMENDING THE FY 2006-2010 CIP TO AUTHORIZE CONSTRUCTION OF THE PLAZA STREET SHELL DRAINAGE IMPROVEMENTS PROJECT AND AWARD THE FORT EVANS ROAD ALTERNATE I CONSTRUCTION CONTRACT WHEREAS, in response to a public solicitation for bids for the construction of the Fort Evans Road Project, the town received bids on December 28, 2005, from the following firms: · Tessa Construction & Tech Co. · Omni Excavators, Inc. Alt I: $2,344,245.15 Alt I: $2,723,867.80 Alt II: $1,138,467.00 Alt II: $1,505,737.65 WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects Management and the Chief Purchasing Officer in accordance with the bid documents and the town's purchasing policy; and WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest responsive and responsible bidder for both alternates; and WHEREAS, staff recommends awarding Alternate I to Tessa Construction & Tech Company, LLC based on the bids received; and WHEREAS, the total cost of this project is estimated at $2,800,000; and WHEREAS, additional funding in the amount of $247,766 is available from non-restricted proffers; and WHEREAS, $349,000 is available from non-appropriated cash in the capital projects fund; and WHEREAS, $923,234 will be requested in the FY 07 Capital Improvement Program budget; and WHEREAS, these funds would be obtained from the expected FY 07 general obligation bond sale. A RESOLUTION: -3- AMENDING THE FY 2006-2010 CIP TO AUTHORIZE CONSTRUCTION OF THE PLAZA STREET SHELL DRAINAGE IMPROVEMENTS PROJECT AND AWARD THE FORT EVANS ROAD ALTERNATE I CONSTRUCTION CONTRACT THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The FY 2006-2010 CIP is hereby amended to include the construction of the Plaza Street Shell Drainage Improvements Project. by the Town Attorney, with Tessa Construction $2,344,245.15 for the construction of this project. PASSED this l0th day of January 2006. SECTION II.
