AWARDING THE UTILITY LINES MAINTENANCE BUILDING
CONSTRUCTION CONTRACT
WHEREAS, the Utility Lines Division Maintenance Building is a funded capital project; and
WHEREAS, in response to a public solicitation, the town received six bids on December 20, 2005 from
the following firms:

WHEREAS, the bids included a deductive alternate for Building #2 and its associated site work; and
WHEREAS, the bids were evaluated by the Capital Projects Director and Chief Purchasing Officer in
accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, Waynesboro Construction was determined to be the lowest responsive and responsible
bidder for Building # 1 and its site work; and
WHEREAS, sufficient funds are available only to award the construction for Building # 1 and its site
work only; and

CONSTRUCTION CONTRACT
WHEREAS, the site work will be done on a unit price basis and the final contract amount will be arrived
at by multiplying the bid unit prices by the actual approved quantities in place; and
WHEREAS, the Capital Projects Director and the Chief Purchasing Officer recommend awarding the
construction contract to Waynesboro Construction in the amount of $5,415,846.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town Manager
is hereby authorized to award, on behalf of the town, a unit price and lump sum contract to Waynesboro
Construction in the estimated amount of $5,415,846 for construction of the Utility Lines Maintenance Building #1
and its site work.
