AN ORDINANCE TO APPROPRIATE WITHIN THE MOTOR VEHICLE HIGHWAY FUND.
WHEREAS, it has been determined that it is now necessary to appropriate more money
than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered set apart out of the
several appropriations herein named and for the purposes herein specified, subject
to the laws governing the same:

SECTION 2, WHEREAS, it has been shown that certain existing appropriations now have
unobligated balances which will not be needed for the purposes for which appropriated,
it is further ordained that the following existing appropriations be reduced in the
following amounts.

SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of Indiana
governing emergency appropriations.

COUNCIL OF TILL: CITY OF RIGHNIONI), LNI)IANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the 'Municipal Building of said City April 17th ,
at the hour of 7:30 p.m.
Councilman Austerman presided with the following members present:
Messrs. Ahaus , Carter Elstro ,
Paust Welch Williams ,
Absent: Merchanthouse Mills
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of April 4th and April llth
Said notices stated that a public hearing would be held on the t day of
April, 1978 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 21-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Ahaus moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Paust _ and on voice vote the motion was
carried.

NOTICE TO TAXPAYERS OF
PROPOSED ADDITIONAL APPROPRIATIONS
Notice is hereby giver the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on 17th day of
April 1978 will consider the following additional
appropriations in excess of�b udget for the current year.

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested'
taxpayers may inquire of the County Auditor when and where such hearing,
will be held.

The ordinance for Motor Vehicle Highway transferring $12,039,00 from
Cash Operating to Other Contractual Services is to cover a portion
of the cost of contracting the various contractors for the emergency
snow removal caused by the blizzard. This money has been received
from the Federal Government due to the President declaring the
blizzard a disaster for the State of Indiana. This is a reimbursement
of expenditures previously made under Indiana Code 10-4-1, Section 7
and 10.
