A RESOLUTION: APPROVING THE PROPOSED PLAN OF ACTION FOR USE OF THE
A.V. SYMINGTON DONATION TO PROVIDE PUBLIC
RECREATION IMPROVEMENTS AT IDA LEE PARK
WHEREAS, in the spring of 2004, the Town of Leesburg received notification of a
private donation from the A.V. Symington estate in the approximate amount of $4.25 million for
public recreation improvements at Ida Lee Park; and
WHEREAS, in August 2004, staff received $2.5 million from the trustees of Mrs.
Symington's estate, and the remaining portion of the respective donation is estimated to be at
least $1.75 million and should be received within the 2006 calendar year; and
WHEREAS, in September 2004, Town Council approved a $50,000 appropriation from
the A.V. Symington donation fund for a community survey, feasibility study, and preliminary
design concepts; and
WHEREAS, the Parks and Recreation Advisory Commission hosted a community input
meeting in February and October of 2005 in which 140 people attended; and
WHEREAS, in April 2005, staff authorized Mason Dixon Polling & Research to conduct
a telephone survey of Leesburg residents to determine their preference for construction of an
outdoor pool, expansion of the recreation center, purchase of adjacent land, and construction of
an indoor tennis center; and
WHEREAS, during the summer of 2005, staff authorized Brailsford & Dunlavey to
conduct a feasibility analysis on the outdoor pool, indoor tennis center, and recreation center; and

WHEREAS, the market analysis demonstrated that there is sufficient demand within the
area to justify the development of any of the three proposed projects at Ida Lee Park; and
WHEREAS, Brailsford & Dunlavey then developed financial models that indicated the
indoor tennis center and the outdoor pool models could generate "net" revenue, dependent upon
how construction of the facilities would be financed. However, the expansion of the recreation
center is unable to be financially independent; and
WHEREAS, the Director of Parks and Recreation and the Parks and Recreation Advisory
Commission endorses the plan recommendation below; and
WHEREAS, a financial option will be pursued in a manner previously outlined by the
town's financial advisor that allows acquisition of adjacent land up to a maximum expenditure of
$4 million; construction of an outdoor pool up to a maximum expenditure of $4 million; and
construction of an indoor tennis center up to a maximum expenditure of $2.5 million.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
proposed plan of action for use of the A.V. Symington donation in order to provide public
recreation improvements at Ida Lee Park.is approved as follows:
SECTION I. Acquisition of land to be recognized as the top priority.
SECTION II. Pursue a financial option in a manner previously outlined by the town's
financial advisor that allows acquisition of adjacent land up to a maximum expenditure of $4
million; construction of an outdoor pool up to a maximum expenditure of $4 million; and
construction of an indoor tennis center up to a maximum expenditure of $2.5 million.
SECTION III. If the Town Council does not support the use of public funds as part of
the proposed financial plan, development of the tennis and/or outdoor pool facilities should not
commence until the land option is resolved or deemed unachievable.

SECTION IV. If the land option cannot be achieved or is resolved in any manner that
does not require the expenditure of funds (public or private donation), the town should pursue a
financial option that will allow the construction of both the outdoor pool and the indoor tennis
center.
SECTION V. If for whatever reason, a financial option to construct both the tennis and
pool facilities cannot be achieved and requires the Town Council to choose between the tennis
and pool option, the entire matter should be returned to the Parks and Recreation Advisory
Commission for further consideration.
