INITIATING AMENDMENTS TO ZONING ORDINANCE
ARTICLE 7 OVERLAY AND SPECIAL PURPOSE
DISTRICTS AND ARTICLE 15 SIGN REGULATIONS TO
PERMIT ADMINISTRATIVE REVIEW OF SIGNS IN THE
OLD AND HISTORIC DISTRICT
WHEREAS, the Town Council desires to streamline the sign review process in
the H-l, Old and Historic Overlay District; and
WHEREAS, it is the desire and intent of the Town Council to assist the business
community by expediting the sign review process; and
WHEREAS, these amendments will provide enhanced efficiency to the business
community, reduce staff review time for processing certain sign applications, and
decrease the number of signs on the monthly Board of Architectural Review agenda; and
WHEREAS, the public necessity, convenience, general welfare and good zoning
practice require the proposed amendments.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
as follows:
SECTION I. The following amendments are hereby initiated and referred to the
Planning Commission for recommendation:
Sec. 7.5.6 Administrative Approval of Historic District Permits
The Preservation Planner shall have authority to issue a Historic District Permit for
alterations to existing or installation of new lampposts, light fixtures, fences, driveways,
residential walkways ot,= changes in existing exterior color schemes and certain signs. If
the Preservation Planner determines the application may not be in compliance with the

Old and Historic District Design Guidelines, the application shall be forwarded to the
Board for consideration at the applicant's request.
Sec. 15.11.1 Historic District Zoning Permit Required
New signs or changes in text, color or composition to an existing permanent sign within
the Historic District require the approval of a Historic District Permit by either the Board
of Architectural Review or the Preservation Planner in accordance with the Old and
Historic District Design Guidelines and the issuance of a sign permit by the Zoning
Administrator.
Sec. 15.11.4 Area, Height, Number and Location of Signs
The area, height, number and location standards for certain signs erected in the H-1
Overlay District shall be determined by either the Board of Architectural Review or the
Preservation Planner in accordance with the Old and Historic District Design Guidelines
during the Historic District Sign Permit review process. In making determinations that
differ from the design standards contained in Sec. 15.7, Sec. 15.8 and Sec. 15.9, The
Board shall be guided by the Old and Historic District Design Guidelines.
SECTION II. The Planning Commission shall hold a public hearing to consider
these amendments to the Zoning Ordinance, and report its recommendation to the
Council pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as
amended.
