ENDORSING THE TOWN STAFF RECOMMENDATION OF DENIAL
FOR THE CROSSTRAIL ZMAP 2005-0011 APPLICATION
WHEREAS, on April 26, 2005, Loudoun County referred the Crosstrail rezoning
application, ZMAP-2005-001 l, to the Town for review and comment; and
WHEREAS, on November 18, 2005, Loudoun County referred the second submittal
of the Crosstrail rezoning application, ZMAP-2005-001 l, to the Town for review and
comment; and
WHEREAS, according to the Annexation Area Development Policies, the County solicits
Town comments on applications within the Joint Land Management Area (JLMA); and
WHEREAS, staff has reviewed the application in accordance with the 2005 Town Plan and
other applicable policies; and
WHEREAS, staff has identified deficiencies in the application as it relates to the 2005 Town
Plan and other applicable Town policies; and
WHEREAS, the Council has reviewed the staff memorandum that will be forwarded to the
County regarding Crosstrail ZMAP 2005-0011 and agrees with the analysis and conclusions
therein; and
WHEREAS, the Council has indicated by a previous resolution its dissatisfaction with the
proposed rezoning; and
WHEREAS, the Council has indicated by a previous resolution its intent to pursue a
boundary line adjustment of this property.

A RESOLUTION: ENDORSING THE TOWN STAFF RECOMMENDATION OF DENIAL
FOR THE CROSSTRAIL ZMAP 2005-0011 APPLICATION
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that it
hereby endorses the staff's recommendation of denial for Crosstrail rezoning application ZMAP
2005-0011 and directs the staff to transmit said report and a copy of this resolution to Loudoun
County.
