AN ORDINANCE TO APPROPRIATE FROM ANTIRECESSION FISCAL ASSISTANCE FUND,
WHEREAS, Public Law 94-369, Title II, Public Works Employment Act of 1976 was
enacted July 22, 1976.
WHEREAS, the Federal Act and promulgated Federal regulations require each local
government to use its payments to maintain basic services customarily provided
and maintain levels of public employment.
WHEREAS, it has been determined it is now necessary to appropriate more money than
was appropriated in the annual budget.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA;
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set apart out of the
Antirecession Fiscal Assistance Fund and for the purposes herein specified, subject
to the laws governing the same:

These funds are to be appropriated for the following projects
Park Department - Salaries and Wages, Temporary
SECTION 2. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.

We have just received a check for the Antirecession Fiscal Assistance
Fund in the amount of $27,529.00. Ordinance No. 25-1978 appropriates
$26,575.30 for Salaries and Wages Temporary for the Park Department.
As you will recall, for their additional help during the summer at
the time of the budget hearings they requested $84,856.30. Up to this point
we have appropriated $58,281.00. This ordinance completes their request
for Salaries and Wages Temporary.
Ordinance No. 26-1978 in the amount of $953.70 is for the Motor Vehicle
Highway Salaries and Wages Temporary which is the first appropriation
for this category. It is estimated that they will need a total of
$20,000.00 for the additional help that they will hire in the summer.
As soon as the next check is received from the Antirecession Fiscal
Assistance Fund we will appropriate the balances if the check is
sufficient of $19,046.30. The Motor Vehicle Highway Department did
not include this category in their budget, but it was understood that
this would be a necessary expenditure in order to complete the programs
for 1978.

The Common Council of the City of Richmond, Indiana, met i.n regular session in the
Council Chambers in the Municipal Building of said City May lst ,

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of April 19th and April 26th
Said notices stated that a public hearing would be held on the lst day of
May, 1978 by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 25-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Council -man Paust _ and on voice vote the motion was
carried.

Indiana, that the proper legal officers of said Municipal Corporation at

taxpayers may inquire of the County Auditor when and where such hearing
will be held.
