SPECIAL
ORDINANCE NO. 27-1978
AN ORDINANCE AMENDING AMENDED ORDINANCE NO. 3187-1977, AN ORDINANCE FOR THE
VOLUNTARY ESTABLISHMENT AND IMPLEMENTATION OF A MERIT SYSTEM FOR THE RIG]MOND,
INDIANA POLICE DEPARTMENT.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, that:
SECTION 1. That section five of the Appendix Implementation Reference be
amen to read as follows:
SECTION S. All ranks in the police department shall be temporary
orb a period not to exceed 365 days after the establishment of the
commission. At the conclusion of the 365 day period, all ranks
shall have been filled by open competitive examinations as pro-
vided in this act in accordance with the special guidelines pro-
vided in this plan.
SECTION 2. That section 10, Paragraph A, part of line 6, line 7, and part of
line amended to read as follows:
In addition within two years of inception of this plan the
commission in co-operation with the police officers of the
City and the Board shall prepare standards of performance
and training for promotion of all ranks.

Re: Request to City Counsel to amend the ordinance setting
up the Merit System for Richmond Police Department.
Dear Mr. Anderson:
The police merit commission has found it impossible to comply with the
time requirements as set out in the original ordinance. Therefore it is
necessary to ask that the ordinance be amended to allow the proper implementa-
tion of the plan.
We ask that amended section five of the Appendix Implementation Reference
be amended to read as follows; te-�t:
"Section 5
