HomeMy Public PortalAbout2006_02_14_r026The Town of Leesburg, Virginia PRESENTED February 14, 2006 RESOLUTION NO. 2006-26 ADOPTED February_ 14, 2006 A RESOLUTION: EXPRESSING OPPOSITION TO INCREASED TOLL RATES AND THE ELIMINATION OF CERTAIN DISCOUNTS FOR USERS OF THE DULLES GREENWAY WHEREAS, the Dulles Greenway is a major transportation corridor in the Washington- Baltimore Metropolitan Area that terminates in Leesburg, Virginia; and WHEREAS, the Dulles Greenway serves a vital link in the region's economy and is a key asset to both Leesburg and Loudoun County's efforts to attract and retain businesses and workforce; and WHEREAS, the Dulles Greenway has been called the Gateway to Loudoun County supporting the transport of passengers and freight from Dulles International Airport; and WHEREAS, commuters travel the Dulles Greenway daily to reach the Leesburg, East and Western Loudoun, the Dulles Toll Road, Fairfax, Arlington, the District of Columbia, and the Capital Beltway; and WHEREAS, on December 1, 2005, with the approval of the State Corporation Commission, Toll Road Investors Partnership II, L.P. (TRIP II), the owner of the Dulles Greenway concession, increased the toll effective January 1, 2006; and WHEREAS, weekday tolls at the main toll plaza, Route 606/Ox Road and Route 607/Loudoun County Parkway increased by $0.30 to $2.70 for a two-axle vehicle and by $0.60 to $5.40 for three- or more axle vehicles; and weekend tolls at the main toll plaza, Route 606/Ox Road and Route 607/Loudoun County Parkway increased by $0.50 to $2.50 for a two axle vehicle and by $1.00 to $5.00 for three- or more axle vehicles; and RESOLUTION: -2- EXPRESSING OPPOSITION TO INCREASED TOLLS AND THE ELIMINATION OF CERTAIN DISCOUNTS FOR USERS OF THE DULLES GREENWAY WHEREAS, while the new toll structure provided a discount for traveling on weekends, it eliminated discounts given for travel during non-peak hours and to users of the "Smart Tag" electronic payment devices; and WHEREAS, Dulles Greenway users who travel to and from the Dulles Toll Road pay tolls to access the Dulles Toll Road in addition to tolls paid to access the Dulles Greenway; and WHEREAS, the Town Council recognizes the firm's intent to address long-term financial and capital improvement needs for the Greenway system; however the higher fares and eliminated discounts have caused commuters to lodge complaints with the Town Council regarding the impact of the firm's action. THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby expresses opposition to the increased fares and reduction and elimination of the discounts to Greenway users and respectfully requests that Toll Road Investors Partnership II, L.P. (TRIP II) reconsider the elimination of the discounts and re-instate discounts for frequent travelers as an incentive to keep Leesburg and other western travelers using the Greenway.
