Water Works C. E. Rosemond Street Supt. L.. D. Wagoner Chief of Police Arnold W. Hamlett Agenda for the January 3, 1985 meeting of the Planning Board at the Town Hall at 7:30 PM. Item 1- Subdivision review of a lot at the northwest corner of Orange Grove Road and Virginia Cates Drive. The property would be divided into four lots. All of the usual considerations will be made on streets, drainage easements, water and sewer, lot size and width, etc. Item 2- Town Board Commissioner, Horace Johnson will discuss the Town's water and sewer extension policies and procedures with the Planning Board. Item 3- Committee reports sten. 4- Reminder of Public Hearings Item 5- Report on Zoning Compliance Item 6- Comments on Conditional Use Permit requests. A request is expected by December 281, 1984 for the recently rezoned property at the Northeast corner of Orange Grave Road and I-85. Minutes of January 3, 1985 Planning' Board Meeting Members present: Myron Martin -Chairman, Calvin Ashley, Dr. Robert Murphy, Hilda Brody, Evelyn Poole -Kober, Bob Rose, Nancy Goodwin, John Dorward and Barbara Page. Others: Fred Cates, Mr. P eele, Horace Johnson, Quanita Wilson, and Kay Maltbie. The meeting was called to order. Additions to the agenda were made. Item lA was the November and December minutes. Page made a motion to approve. Ashley seconded the motion which passed unanimously. Item 1B Cantrell Subdivision review; This property at the corner of Orange Grove Road and Virginia Cates Drive was proposed to be divided into four lots. Cates was representing the Cantrells. He said that the water lines had been proposed to James Pendergraph, Water and Sewer Superintendent, but the plan had not been approved. The State Division of Environmental Management, through Gil Vinzani, had given the Zoning Officer the information that the Town of Hillsborough would have to draw up engineering plans for the sewer lines for the Cantrell Subdivision unless the owners drew up a maintenance agreement stating that they would be responsible for maintaining the individual sewer pumps and lines for each lot. Cates said that he was prepared to draw up the sewer maintenance. Dorward made a motion that since Cates has indicated that he wants to use individual sewer pumps and lines for each lot that the Planning Board recommend that four separate lines and four separate pumps be allowed provided a maintenance agreement was drawn up and approved by the Town attorney, that water lines must be in compliance with the water policy and regulations of the Town of Hillsborough and approved by the Water - Sewer Superintendent and others as stated in the policy, that a private road be built and maintained to state standards as a gravel road as specified in the County Subdivision Regulations, drainage easements should also be designated. Rose seconded the motion which passed with Brody opposed. Item 2- Horace Johnson, Town Water and Sewer Commissioner, said that the Town had the capacity for treating 3 million gallons of water per day. He said that the usage was currently 1.25 million per day depending on the mill. He noted that a family in a 3 bedroom house would use about 150 gallonsof water per day per bedroom or about 450 per day. During the summer, about 1 million gallons per,day were pumped to Chapel Hill. The sewer plant capacity is 2 million gallons per. day. The usage is between 800;000 and 1.2 million gallons. Excess water from rains causes the treatment to reach 2 million due to storm water runoff getting into the manholes. Preventive methods are needed. The Town needs to spend $40,000 for leaks in the water system according to Johnson. He said that the majority of water customers are out of town. Customers include those at Strayhorn Hills, Joppa Oaks, Colonial Hills, etc. The Planning Board asked how far the Town is willing to go beyond the extraterritorial mile with water and sewer. Developers are requesting water and sewer connections farther and farther out. Johnson did not say that the town had any limit until more water consumption might limit extensions. Pressure problems in the northern end ai town will necessitate a 1/2 million gallon elevated tank. Letters to county regarding water and sewer availability; however the developer will have to run lines and take actions to do what is required to get onto the system. The Planning Board Chairman and the Board thanked Johnson for coming and asked that future letters to the County give the information that the water and sewer was not approved until the developer met all of the requirements of the water -sewer policy. Federal regulations regulate necessary amount of flow from Lake Ben Johnson. Concern was expressed by Johnson about the Efland line and that the costs should be covered by sewer payments and tap fees. Dorward asked how far the Town would be willing to go beyond the extraterritorial mile with water and sewer? Johnson indicated that if the developers were putting in the lines according to town policies that there was no limitation on distance at this time. Water pressure problems were discussed. Item 3- Appearance Committee was to meet soon and make a recommendation to go to the Town Board. Dorward made a motion that conditional uses of commercial and industrial uses not necessarily have to have a public hearing, but could be reviewed as site plans. Davis seconded and the motion passed. Violations were noted. Martin expressed regret that this meeting was John Dorward's last meeting. Martin expressed the appreciation of the Board for all his work and wished him the best. Martin asked Dorward to rejoin the Planning Board when he was able. Recommendations from the Planning Board on the. Hillsborough Development Group's proposed condominiums on Orange Grove Road that the guest parking meet the standards in the proposed ordinance, that some buildings be eliminated,._. that a traffic light be installed at the intersection of Mayo and S. Churton St. to handle the traffic, and that the development not increase storm water runoff, and the access drive -near the triangle of Mayo and Orange Grove Rd. be studied carefully. The election of a new Vice Chairman was considered. Dorward nominated Poole -Kober. Ashley seconded the motion which passed unanimously. Page was selected as Hillsborough Planning Board representative to the Orange County Planning Board, to communicate the recommendations that the H. Planning Board makes on subdivision -reviews, rezonings, etc. The meeting was adjourned.
