A RESOLUTION: APPROVING THE ESTABLISHMENT OF COURT AND MARKET
DAYS BY THE TOWN OF LEESBURG TO BE HELD IN THE FALL
OF EACH YEAR IN DOWNTOWN LEESBURG BEGINNING IN 2007
WHEREAS, from 1977 to 2005, the Loudoun Restoration and Preservation Society
sponsored and produced August Court Days in downtown Leesburg at the request ofthe Town of
Leesburg on the third weekend of August each year; and
WHEREAS, in November 2005, the Loudoun Restoration and Preservation Society
informed the Town that they would no longer produce August Court Days; and
WHEREAS, the Economic Development Department and the Parks and Recreation
Department recognize the cultural heritage value of this event and that it could attract visitors to
the downtown area; and
WHEREAS, the event formerly known as August Court Days will be re-established and
moved to the fall ofthe year, beginning in 2007; and
WHEREAS, the event will initially commence as a one-day event with the intention to
expand to two days; and
WHEREAS, the Town staffwill work with the community to formalize an advisory
committee made up of local organizations interested in producing the event to increase
community partnerships associated with the event; and

WHEREAS, this committee will consist of a representative from the Loudoun County
Courts, Loudoun Restoration and Preservation Society, Loudoun Museum, Black History
Committee ofthe Thomas Balch Library, Leesburg Historic District Residents Association, and
Leesburg Crossroads; and
WHEREAS, the above action is recommended and endorsed by the Director of Economic
Development and the Director of Parks and Recreation; and
WHEREAS, the "net" budget for the event will not exceed $30,000 from the Town of
Leesburg commencing in fiscal year 2007 to be appropriated in the Parks and Recreation
Department budget.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town will establish the Court and Market Days event each fall beginning in 2007.
