A RESOLUTION:
APPROVING THE CONVERSION OF THE PART-TIME PARALEGAL
POSITION TO A FULL- TIME TOWN ATTORNEY POSITION
WITHIN THE TOWN ATTORNEY'S OFFICE
WHEREAS, the Town of Leesburg is a growing community and has many complex legal issues;
and
WHEREAS, the Town has retained outside legal counsel to supplement legal services and the cost
of outside counsel is at a much higher rate than could be provided by additional in-house legal counsel; and
WHEREAS, the nature of the legal service involve litigation and advising staff as well as drafting
documents and an attorney can provide skills beyond paralegal skills; and

WHEREAS, the Town Manager believes it is more efficient and cost effective to hire a second
attorney to assist the Town Attorney.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town Attorney's Office personnel count is increased from 1.5 FTE to 2.0 FTE
with the part-time paralegal position being converted to a full-time attorney position.
SECTION II. This resolution is effective upon passage.
