AN ORDINANCE ESTABLISHING THE FINAL ZONING PLAN OF THE TWO (2) MILE
FRINGE JURISDICTIONAL AREA
WHEREAS, the Richmond City Plan Commission has adopted an amendment
to the Master Plan delineating a contiguous unincorporated
area within two (2) miles of the corporate limits of the
City; and,
WHEREAS, pursuant to IC 18-7-5-34, the Richmond City Plan Commission
has determined that it is in the best interests of the City
of Richmond to exercise planning and zoning jurisdiction
within the two (2) mile fringe jurisdictional area as de-
lineated in the amendment to the Master Plan; and,
WHEREAS, territory in the two (2) mile fringe jurisdictional area
is currently zoned under the Wayne County Zoning Ordinance;
and,
WHEREAS, it is the intent of this ordinance that upon the effective
date of the amendment to the Master Plan and Ordinance No.
34-1978 for its enforcement that the current Wayne County
zoning district boundaries shall be adopted as the zoning
district boundaries under Ordinance No. 2325-1968 commonly
known as the Zoning Ordinance for the City of Richmond,
Indiana, adopted June 3, 1968; and,
WHEREAS, a notice was given and a public hearing on this Ordinance
was conducted by the Richmond City Planning Commission the

monstrances were heard o�parties interested in or
affected by this Ordinance; and,
WHEREAS, the vote of the Richmond Planning Commission was S to
--, in favor of/in opposition to recommending the passage
of Ordinance No. 36-1978 , therefore,
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. Upon the effective date of the amendment to the Master
Plan and Ordinance No. 34-1978 for its enforcement the two-
mile fringe jurisdictional area shall have the following
zoning classifications:
a. Areas zoned 0-1 under the Wayne County Zoning
Ordinance shall be 0-1 under the City of Rich-
mond's Zoning Ordinance.
b. Areas zoned A-1 under the County Ordinance shall
be zoned A-1 under the City Ordinance.
c. Areas zoned R-S under the County Ordinance shall
be zoned R-1 under the City Ordinance.
d. Areas zoned R-1 under the County Ordinance shall
be zoned R-2 under the City Ordinance.
e. Areas zoned R-2 under the County Ordinance shall
be zoned R-4 under the City Ordinance.
f. Areas zoned C-1 under the County Ordinance shall
be zoned C-1 under the City Ordinance.
g. Areas zoned C-2 under the County Ordinance shall
be zoned C-2 under the City Ordinance.
h. Areas zoned C-3 under the County Ordinance shall
be zoned C-4 under the City Ordinance.

i. Areas zoned M-1 under the County Ordinance shall
be zoned M-1 under the City Ordinance.
j. Areas zoned M-2 under the County Ordinance shall
be zoned M-2 under the City Ordinance.
SECTION 2. Said several districts and boundaries thereof are hereby
adopted and established as shown on the accompanying zoning
map, marked Exhibit "A" and made a part of this Ordinance.
SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval as by law required.
