A RESOLUTION: AWARDING A CONSTRUCTION CONTRACT FOR KENNETH B.
ROLLINS WATER FIL TRA nON PLANT UPGRADE AND EXPANSION
WHEREAS, the expansion and upgrade of Kenneth B. Rollins Water Filtration Plant is a funded capital
project; and
WHEREAS, in response to a public solicitation, the Town received three bids on February 21,2006 from
the following firms:
W.M. Schlosser Company, Inc.:
$16,097,000
$16,401,067
$16,488,000
Fru-Con Construction Corporation:
Norair Engineering Corporation:
WHEREAS, the bids were evaluated by the Capital Projects Director and the Chief Purchasing Officer in
accordance with the Town of Leesburg Purchasing Policy; and
WHEREAS, Fru-Con was determined to be the lowest responsive and responsible bidder; and
WHEREAS, the Capital Projects Director and the Chief Purchasing Officer recommend awarding the
contract to Fru-Con in the amount of $16,097,000; and
WHEREAS, this is a combination lump sum and unit price contract; and
WHEREAS, the final unit price amount derives from multiplying the bid unit price by the actual
approved quantities in place; and
WHEREAS, sufficient funds are available to award this construction contract.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town Manager
is hereby authorized to award, on behalf of the Town, a contract to Fru-Con in the initial amount of$16,097,000
for the construction of this project.
