Limits of and Approval of Agenda: Chair Ann Bax requested change(s) to agenda, prior to approval. The removal of 4. Transit Administration Report (a.) Presentation/Information: Central Maintenance Overhead Door Replacement and addition of Election/Limit Discussion. Mr. Bill Case moved to accept this request and approve the agenda, which was seconded by Mr. Wayne Lee. The motion carried. Approval of Minutes: Mr. Frank Underwood moved to approve the minutes dated, October 27, 2015. His motion was seconded by Mr. Royal Spiedel. The motion carried. APPROVED 12o16 Transit Administration Report (Transit Director Mark Mehmert) 1) Presentation/Recommendation: Summer Student Pass Promotion: JEFFTRAN administration has worked to create a summer student pass, available May 1St, 2016 and tentatively expiring on August 19, 2016. This pass is expected to be issued by JEFFTRAN to students ages 6-17 years. All passes must be purchased at 820 East Miller Street. This promotion will be cross -promoted with Parks & Recreation Department and is part of their program guide (Spring/Summer). JEFFTRAN administrators plan to approach school(s), place flyers in the area, contact the News Tribune/KRCG and use social media to raise awareness of the pass. JEFFTRAN is proposing a fee of $20.00 for the Student Summer Pass. While the pass will not be a tremendous revenue generator, it will provide an affordable and convenient transportation option for students to use throughout the summer. Mr. Wayne Lee requested JEFFTRAN administration move forward with the summer pass and moved to approve the proposal. His motion was seconded by Mr. Terry Donner. The motion passed unanimously. 2) Presentation/Recommendation: Proposed Technology Improvements: Mr. Mehmert offered a presentation outlining a proposal for potential uses for Section 5339 funds. Since JEFFTRAN has recently received 5310 dollars for the replacement of Handiwheels buses, 5339 dollars could potentially be repurposed for other long -needed purchases. 5339 funds are Federal funds which must be matched at an 80/20 ratio (80% Federal/20% local.) Local funds would come from transit's share of the city's Capital Improvement Plan (CIP) sales tax. Mr. Mehmert explained that Automatic Passenger Counter (APC) technology would assist JEFFTRAN in making data -driven decisions regarding future route adjustments. Passengers are counted as they board and alight, and the system is connected to GPS. In this way, passengers can be counted as specific locations. Upgrades to JEFFTRAN's Automatic Vehicle Locator (AVL) equipment would allow a much more user-friendly experience to riders and offer exponentially increased simplicity as well as the long -needed ability to easily make trip plans. Acquiring Automatic Vehicle Annunciation (AVA) capability on the buses will avoid the potential for fines and make announcements much more clear. This technology would be very useful to sight/hearing-impaired riders. It would also benefit Limited English Proficiency (LEP) clients. Mr. Mehmert explained that if approved by the TAC and Public Works Committee, a Request for Proposals (RFP) would be drafted and sealed bids for the equipment and services sought. 12016 Mr. Terry Donner moved to recommend the Proposed Technology Improvement(s) be forwarded to Public Works and Planning with a recommendation for approval. Mr. Bill Case seconded. The motion passed unanimously. 3) Potential discussion items No Smoking Request: Until further information is gathered for the committee member(s), no action will be taken in regards to smoking/no smoking in city bus shelter(s). Administration will compile fact finding(s)/information and present at an upcoming meeting. Multi-Purpose/Wellness Center Transit Plans: Multi-Purchase/Wellness Center is located on Lincoln Campus, close to JCPS. Administration reported two transit bus shelter/stops are currently in the plans at this time. This project is in the first phase of ground-breaking/construction. Public Works/Transit will continue to closely monitor and provide any information or updates to the committee as available. 4) Election / Terms The length of term of each committee member was reviewed by the committee as a whole. Mr. Royal Spiedel nominated Ms. Ann Bax and Mr. Bill Case as Chair and Vice -Chair, respectively. The motion was seconded by Mr. Wayne Lee. The motion passed unanimously. Public Comments: Ms. Sue Gibson requested JEFFTRAN Administration evaluate the signage on bus route(s) especially in the areas of West Truman / Industrial. Drive. Operations Supervisor Gerry Stegeman will investigate the concern(s). Potential Adoption: Public Transit Advisory Committee Meeting Schedule & Inclement Weather Policy Mr. Terry Donner moved to accept the proposed FY2016 Calendar including the Inclement Weather Policy. The motion was seconded by Mr. Frank Underwood. The motion passed unanimously. Adjourn Mr. Bill Case moved to adjourn the meeting. The motion was seconded by Mr. Wayne Lee. The motion passed unanimously, and the meeting adjourned at 2:40 p.m.
