Introductions: The meeting was called to order by Chair Ann Bax at 1:30 p.m. All attendees were welcomed and self -introductions were conducted. 2. Limits of and Approval of Agenda: The suggestion to move #6, Public Comments after the approval of minutes on the agenda was requested, due to time restraints. Mr. Royal Spiedel moved to accept the agenda as presented with the request/approval to move Public Comments forward because of time restraint, Mr. Wayne Lee seconded the motion. The motion carried without objection. 3. Approval of Minutes: A quorum was not present for the September 27th, 2016 committee meeting. As a result, no official meeting took place and therefore no minutes were drafted. The July 26th, 2016 meeting minutes were then taken up since they had not yet been considered. Mr. Wayne Lee moved to approve the minutes for July 26th, 2016. His motion was seconded by Mr. Mr. William (Bill) Case. The motion carried without objection. 12016 4. Public Comment (#6 on posted Agenda) Ms. Tiwan Lewis, residence of Jefferson City voiced her concern to the advisory committee regarding a lack of transportation options for general public. Ms. Lewis thought that citizens are NOT thriving inside the city due to the lack of a transit option later into the evening and on weekends, especially on Saturdays. Ms. Lewis applauded the committee's work and requested for her concerns to be taken into consideration. A roundtable discussion took place. Mr. Royal Spiedel, Mr. Wayne Lee, and Chair Ann Bax empathized with Ms. Lewis' comments. They also noted funding the desired level of service has historically been a challenge, specifically for transit. 5. Transit Administration Report Automatic Vehicle Locator (AVL), Automatic Passenger Counter (APC), Automatic Voice Annunciation (AVA) RFP update. Transit Director, Mark Mehmert reported the RFP resulted in four responsive bidders. A committee was formed which included, one member(s) from Street/Parking Division, CAMPO personnel, two individuals from TRANSIT. A preferred vendor was selected. Double Map is the vendor selected and negotiations for a contract plus other steps will proceed for completion this will include following FTA/MoDOT/City guidelines, formal award of the bid, signature of contract and City Council approval. Double Map is also the vendor for Co -Mo Connect in Columbia, Missouri. We anticipation a completion date of 6-7 weeks, and this upgrade will be a huge plus to our transit system. New Bus Shelter Locations A few new bus shelters have been placed around Jefferson City. The Samaritan Center on East McCarty is one of those. Future locations are expected to be in the Gerbes West / Jefferson Bank, Capital Region Hospital, and Lowes. There are ADA compliance grade issues at the Lowes location, but hopefully can be resolved. Future bus shelters will have a bit of a more aesthetically pleasing roofline, and yet will be approximately $300 cheaper. Transit System -Wide Assessment Lochmueller Group is the preferred contractor selected to do the Transit System -Wide Assessment. The assessment will involve route evaluations of transit, system management and listening to the general public on concerns/suggestions to better transit (among other activities.) Public meetings/ open houses will be scheduled. FTA prefers transit system assessments be conducted at least every ten years. CAMPO will fund the transit system wide assessment study using STP dollars. Finalization of dates are not completed as of yet but the P -TAC will be informed when information arrives. It is anticipated the process will take between six and nine months. After a round -table discussion, Mr. Wayne Lee moved the Public Transit Advisory Committee specifically request to meet with Lochmueller. The motion was seconded by Mr. William (Bill) Marshall. The motion carried without objection. Transit Division Director, Mark Mehmert will speak with Sonny Sanders with CAMPO regarding the official request from advisory committee. 12016 All -Day Pass Launch All -Day pass will be available soon on a trial basis. A fee of $3.00 will be charged for unlimited rides in a day. These passes will be available for purchase from bus drivers (cash only), at City Hall, and the Transit Office at 820 East Miller Street. New Payment Methods Starting December 1st, 2016 debit/credit cards will be accepted at the transit office. Miscellaneous Update(s) Single Ride Passes JEFFTRAN staff has approached some non -for-profit organizations in regards to the single ride passes and has requested bids from printing companies. We will update will more information when available. Ride the Bus Free Day Ride the bus free day October 10th, 2016 (Columbus Day) was again a success with ridership approximately 80% above previous dates with regular rates. No Smoking Signs No smoking signs have been placed behind the glass in the bus shelters and are very prominent in color. 6. CSC Presentation Mr. Paul VanHorn, guest and representative of the Community Service Committee (CSC) offered a brief overview of what Community Service Committee does and what the committee is involved in. Mr. VanHorn stated after three years of leading the committee, January 1st, 2017, Sarah Nichols of Central Missouri Community Action (CMCA) will assume the role. Mr. VanHorn noted Ms. Nichols has tremendous passion for transit and the community of Jefferson City. 7. Adjourn The FY2017 Meeting Calendar will be presented for approval at the next upcoming meeting scheduled for January 31, 2017. Mr. William (Bill) Marshall moved to adjourn the meeting, seconded by Mr. Wayne Lee. The meeting adjourned at 2:30 p.m.
