INITIATION:
1. Mayor Tyrell called the regular adjourned meeting of the City Coun-
2. cil to order at 7 :43 P. M. Councilman Harker gave the invocation
3. followed by the Mayor leading the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Beckley, Clemson, Harker, Merritt, Tyrell
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Martin, Planning Director Dragicevich,
City Manager Koski, Traffic Advisor Envall
5. APPROVAL OF MINUTES:
a. Regular Meeting of May 17, 1966.
Councilman Beckley moved to approve the minutes of the regular meet-
ing of May 17, 1966, as mailed, Councilman Clemson seconded, and the
motion was carried unanimously.
b. Adjourned meeting of June 2, 1966.
Councilman Harker referred to paragraph two on page 2 stating his
comment was "nothing should be done during the current year as a
matter of policy ". Councilman Merritt moved to approve the minutes
of the adjourned meeting of June 2, 1966, as corrected, Councilman
Harker seconded, and the motion was unanimously carried.
PUBLIC HEARING: 7:30 P. M. PROPOSED ANNEXATION NO, 11 TO THE CITY OF
TEMPLE CITY
City Attorney Martin advised that it was the time and place to de-
termine the extent of the protests to the proposed annexation No. 1
and if any the public hearing will have to be continued for a perio;:.
of ten days. At the end of this time the public hearing will be
resumed and if the protests are not sufficient an election date wil
be set to determine if the annexation will be completed. -
Mayor Tyrell declared the public hearing opened.
City Manager Koski advised one written protest had been received
from Henry and Rose Gersh, 6402 N. Mayesdale Ave., who own the
property at that address.
The City Attorney advised this valid protest has been filed and thi .
requires the public hearing be continued for two weeks, and he
suggested a motion be made to continue the hearing and hear further
protests at that time. Councilman Merritt moved to continue the
public hearing until June 21, 1966, at 7 :30 P. M. and to hear any
further protests at that time, Councilman Clemson seconded, and the
motion carried unanimously.
The City Attorney advised the audience the public hearing has now
been continued until June 21, 15'66, at 7:30 P. M,, in the Council
Chambers, at which time all persons will be heard by the Council.
Mr. John Hoke, 6416 Mayesdale, San Gabriel, requested the Council
to set up a series of meetings for the people from the area in the
City Hall for questions and answers pertinent to this proposed
annexation. Following discussion a meeting was set for Monday,
June 13, 1966, at 7:30 P. M. in the Council and the City will send
out notices to the people in the area.
PUBLIC HEARING: 7 :30 P. M. APPEAL FROM PLANNING COMMISSION DECISION,
ROY A. C. RICHARD E. STABILE, 6256 HART AVE., VARIANCE CASE #66 -183
Mayor Tyrell declared the public hearing opened.
Planning Director Dragicevich advised the applicants proposed to
divide the property into two parcels with the rear less than the re-
quired area and without street frontage. There is an existing
single family residence on the front lot of 8200 sq. ft. including
the driveway. The rear lot without street frontage would be 6400
sq. ft. The surrounding area is primarily single family residences,
with some lots having two dwellings on.
Mayor Tyrell asked if anyone wished to speak in favor of the appeal.
Richard Stabile, 8705 Daines Dr., San Gabriel, stated they 'did `not
appear at the public hearing before the Planning Commission as they
were not notified. Also the original map submitted was corrected
and indicates additional buildings on the rear of lots, and he felt

granting the variance would improve the vicinity and conform to
the areas adjacent to their property.
Mayor Tyrell stated there was a small problem if they were not
notified it would appear he has not had a hearing before the
Planning Commission.
Following discussion Councilman Clemson moved to refer this back
to the Planning Commission to be reheard and renoticed without
prejudice, Councilman Merritt seconded, and the motion was unani-
mously carried.
PUBLIC HEARING: EXTENSION OF ORDINANCE #66 -188 PURSUANT TO GOVERNMENT
CODE SECTION 65858: re moratorium on kennels.
City Attorney Martin advised some time ago the City enacted a
moratorium on kennels which has just expired and must be renewed
at this time and recommended it be renewed until Sept. 30, 1966,
to complete studies now being made. The City Manager advised he
had no further report at this time. Mayor Tyrell asked if anyone
in the audience wished to speak in favor or against and no one
came forward to speak. Councilman Clemson moved to close the
public hearing, Councilman Merritt seconded, and the motion was
unanimously carried.
City Attorney Martin read title to Ordinance No. 667198; an
urgency ordinance, AN ORDINANCE OF THE CiTY OF TEMPLE CITY EXTEND-
ING THE TERM OF ORDINANCE NO. 66 -188 RELATING TO A MORATORIUM ON
BUILDING AND OCCUPANCY PERMITS FOR ANIMAL HOSPITALS AND KENNELS.
Councilman Merritt moved to waive further reading and to adopt
Ordibance No. 66 -198 as an urgency ordinance, Councilman Harker
seconded, and the motion was unanimously carried.
PUBLIC HEARING: 7:30 P. M. TO CONSIDER AMENDMENTS TO THE ZONING ORDI-
NANCE NO. 63 -112 RELATING TO PROPERTY NUISANCES
Mayor Tyrell declared the public hearing opened.
The City Attorney advised the ordinance amendment is a recommends
tion of the Planning Commission. The City Manager advised the
Planning Commission has held a public hearing and gone over the
recommendations in detail and now refer it back to the City Coun-
cil for consideration.
Mayor Tyrell asked if anyone wished to speak in favor and no one
came Forward to speak.
The Mayor then asked if anyone wished to speak in opposition.
H. Paulh Stahlhoefer, 9033 Rancho Real Rd., questioned how the
back yard could be screened from the street relating to property
nuisance being seen from the street.
The City Attorney advised that to be a nuisance it has to bother
somebody, and boats and old automobiles would be a nuisance if
visible from the street. A nuisance is not determined until after
a public hearing is held.
No one else came forward to speak.
Councilman Clemson moved to close the public hearing, Councilman
Beckley seconded, and the motion carried unanimously.
City Attorney Martin read title to Ordinance No. 66 -178 AN ORDI-
NANCE OF THE CITY OF TEMPLE CiTY AMENDING THE ZONING CODE OF THIS
CITY BY THE ADDITION OF NU ARTICLE 20 -A, SECTIONS 2350- 2350.13
RELATING TO PROPERTY NUISANCES. Corrections were made on the
spelling of abandonment and section "f" page 2 should read
"unpainted buildings likely to cause dry rot, warping and termite
infestation ". Councilman Merritt moved to waive further reading
of Ordinance No. 66 -178 as corrected, and to place it on first
reading, Councilman Harker seconded, and the motion carried un-
animously. As this was the first reading no further action was
taken.
REPORT ON KENNELS:
City Manager Koski recommended no discussion be held as this matter
is now before the Planning Commission and their recommendations
should come to the Council on July 19. Following discussion
Councilman Clemson moved to continue this report until July 19,
at 7:30 P. M., Councilman Harker seconded, and the motion was
carried unanimously.
7. ORDINANCE NO. 66 -197: 2nd reading.
City Attorney Martin advised the Council adopted Ordinance No.
66 -196 as an urgency ordinance, and this ordinance is the same
under regular procedures. Councilman Clemson moved to waive
further reading of Ordinance No. 66 -197, and to adopt, Councilman

Merritt seconded and the motion was unanimously carried.
City Attorney Martin presented Ordinance No. 66 -199 for first
reading which is a similar ordinance with respect to all Commissi
ons. He read title AN ORDINANCE OF THE CITY OF TEMPLE CITY ADD
ING NEW SECTION 2715.1 TO THE TEMPLE CITY MUNICIPAL CODE. Council-
man Beckley moved to waive further reading, Councilman Merritt
seconded, and the motion carried unanimously. As this was the
first reading of the ordinance no further action was taken.
NEW BUSINESS:
III 8. APPEAL FROM PLANNING COMMISSION DECISION: DOROTHY FICKES & DELOSS
VAN ALSTINE, VARIANCE CASE NO. 66 -186
Councilman Beckley moved to set the above appeal for public hear-
ing on June 21, 1966, at 7:30 P. M. in the Council Chambers,
Councilman Harker seconded and the motion carried unanimously.
9. RESOLUTION NO. 66 -615: re City contribution to Parking District
No. k.
The City Manager presented Resolution No. 66 -615 which provides
for a contribution of $13,039. Of this $10,000. is to be paid
to the City by American Savings & Loan Assn. in accordance with
an agreement between them and the City, and the balance is due
to the increased cost of the land acquisition which made a de-
ficiency of funds to carry out the improvements. Following dis-
cussion Councilman Beckley moved to adopt Resolution No. 66 -615,
Councilman Merritt seconded, and the motion carried unanimously.
10. RESOLUTION NO. 66 -616: Warrants & Demands
City Manager Koski presented Resolution No. 66 -616 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $43,819.70, DEMAND NOS. 8263, 02867
THROUGH 8372. Councilman Merritt moved to adopt Resolution No.
66 -616, Councilman Harker seconded, and the motion carried
unanimously.
11. SET PUBLIC HEARINGS: CURB & GUTTER
a. Lemon Ave., north side, Temple City Blvd. to Kauffman Ave.
b. Hilton Ave., east side, north of Broadway.
c. Hilton Ave., west side, north of Broadway.
Councilman Harker moved to set items a, b, and c, for public
hearing on June 21, 1966, at 7 :30 P. M., Councilman Merritt se-
conded, and the motion was unanimously carried.
12. TRAFFIC COMMISSION RECOMMENDATIONS:
Traffic Advisor Envall presented Item 6, School Crossing Guard
Schedule for 1966 -67. Councilman Merritt moved to approve, Coun-
cilman Harker seconded and the motion carried unanimously.
Item 7. Traffic Advisor Envall presented the recommendation for
a school crossing guard for Oak Ave. School, for summer school,
at Rosemead and Callita. Councilman Clemson moved to approve,
Councilman Harker seconded, and the motion carried unanimously.
Item 9. Request for stop sign, Broadway & Goiden West.
Engineer Envall presented the above request and recommendation.
Following discussion regarding location of luminairs Councilman
Harker moved to approve, Councilman Merritt seconded, and the
motion carried unanimously.
Item 13. (1) Daines Dr. & Pal Mal Ave: stop and stop bar markings
on north and south approaches of Pal Mal at Daines.
Engineer Envall presented the above recommendation. Following
discussion Councilman Merritt moved to approve, Councilman Beckley
seconded, and the motion was carried unanimously.
13. RESOLUTION NO. 66 -617: Temporary employees- Recreation Dept.
City Manager Koski presented Resolution No. 66 -617 A RESOLUTION
OF THE CiTY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEM-
PORARY EMPLOYEES. Councilman Merritt moved to adopt Resolution
No. 66 -617, Councilman Clemson seconded and the motion carried
unanimously.
14. COMMUNICATIONS:
City Manager Koski presented a request that June be declared
Dairy Month in Temple City. Councilman Harker moved to so pro-
claim, Councilman Merritt seconded, and the motion carried unan-
imously.

City Manager Koski advised the League of California Cities had
expressed concern over curbside delivery of mail and that he had
talked to the Postmaster and there is no specific problem here.
The Post Office Dept. 3s requiring they be installed at curbside.
He recommended the Council receive and file the communication.
Mayor Tyrell thought this should be considered even if there is
no problem in Temple City, and Councilman Merritt stated the
government will preempt the field. Councilman Beckley felt the
League is doing an outstanding job and the City should support
them in this and do what is necessary.
The City Attorney read title to Resolution No. 66 -619 RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY OPPOSING CURBSIDE
DELIVERY OF MAIL BY THE UNITED STATES POST OFFICE. Councilman
Merritt moved to adopt Resolution No. 66 -619, Councilman Beckley
seconded, and the motion carried unanimously.
City Manager Koski read in full a letter of resignation as
Planning Commissioner received from C. Ray Johnston effective
immediately because of business and personal reasons. Councilman
Clemson moved to accept the resignation, Councilman Harker second-
ed, roll call vote to carry the motion as follows:
AYES: Councilmen- Beckley, Clemson, Harker, Merritt, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
1 5 . TIME FOR THOSE I N THE AUDIENCE WHO WISH TO SPEAK:
No one came forward to address the Council at this time.
16. MATTERS FROM CITY OFFICIALS:
Councilman Beckley advised he would report at a later meeting on
the League meeting for new Councilmen held at Monterey. He felt
the League did a fine job and he learned a lot from it.
Councilman Clemson advised that he and Dick Sale and the City
Manager had been working on a Civil Defense packet. He stated
they had put together the necessary prerequisites and they need
a Resolution to forward this to Sacramento. Councilman Merritt
stated he had not had a chance to study this as yet. Mayor Tyrel
advised it must be taken as it is and Councilman Clemson stated
the Resolution was pretty much standard. Councilman Beckley
moved to instruct the City Attorney to prepare the resolution
similar to the copy attached, Councilman Harker seconded, and
the roll call vote to carry the motion was as Follows:
AYES: Councilmen - Beckley, Clemson, Harker, Tyrell
NOES: Councilman- Merritt
ABSENT: Councilmen -None
Councilman Merritt stated the Calif. Cities Seminar had been very
informative and mentioned the pilot of the Y,B 70 was in a colli-
sion this afternoon and they have not determined the extent of his
injuries, and that the other pilot was killed.
City Attorney Martin stated an ordinance had been discussed with
respect to political posters and it might be in order to con-
sider before the November election. He read title to Ordinance
No. 66 -200 AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING NEW SEC.
TION 4252 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO POLITICAL
SIGNS. Councilman Merritt moved to waive further reading of
Ordinance No. 66 -200, Councilman Harker seconded, and the motion
was carried unanimously. As this was the first reading no fur-
ther action was taken.
Public ';forks Director Pizzorno presented plans and specifications
for the Baldwin Ave. improvement and requested approval and
authorization to advertise for bids. Engineer Krelle advised
the construction time is 120 days, bids can be taken July 13,
awarded at the July 19 meeting with work to start on August 1
and done by Dec. 1 at an estimated cost of $203,000. Following
discussion Councilman Harker moved to authorize the call for bids
and approve the plans and specifications, Councilman Merritt se-
conded and the motion carried unanimously.
Public Works Director Pizzorno presented a demand from Krelle &
Lewis for professional services re the storm drains, which is
in accordance with our Agreement and he requested the City to
execute an assignment so the Flood Control Dist. can pay them

directly in the sum of $16,369.64. Councilman Beckley so moved,
Councilman Merritt seconded, and the motion carried unanimously.
City Attorney Martin presented Resolution No. 66 -618 A RESOLUTION
OF THE CITY OF TEMPLE CITY APPROVING AN ENTERTAINMENT PERMIT.
This Resolution he was instructed to prepare at the Council
meeting of June 2, 1966. Councilman Beckley moved to approve
Resolution No. 66 -618, Councilman Merritt seconded and the motion
was unanimously carried.
The City Manager advised that last Friday he transmitted to the
Council the proposed budget for 1966 -67. He moved they accept
the proposed budget. Councilman Harker moved to accept, Council-
man Clemson seconded and the motion carried unanimously.
City Manager Koski proposed budget hearings be held on June 20,
June 22, and June 27, at 7 :30 P. M. which the Council approved.
The City Manager referred to proposed specifications he had
passed out for the position of Secretary. He advised the Council
Florine Hussar, secretary to the Recreation Dept. had resigned
and that Isabel Schaber had indicated a desire to work with Mr.-
Kobett. He advised he had submitted the qualifications for Coun-

cil consideration. Councilman Merritt moved to approve and
establish the salary range of 1416 to $516. per month. Council-
man Harker seconded, roll call vote to carry as follows:
AYES: Councilmen - Beckley, Clemson, Harker, Merritt
NOES: Councilman- Tyrell
ABSENT: Councilmen -None
City Manager Koski advised the City is looking forward to holding
more public meetings in Annexations No. 11 and No. 12 and shall
attempt to keep persons within the areas advised that we are
available for more informal meetings.
17. ADJOURNMENT:
Councilman Merritt moved to adjourn to a study session on June 20
1966, at 7 :30 P. M., seconded and carried. Council adjourned at
9:30 P. M.
