Harrison, low bidder on the village hall building, and they "uonld be willing to cooperate 'on building the village hall for a figure of $105,000.00 with the revisions being worked on. Be said as soon as the revisions were made. to bring the figure down to *105,000.00 a contract would be prepared en' the revised specifications. There.being no further business before the meeting on motion of Mr. Collins, seconded by Mr. Landis,.the meeting was adjourned. :Attest:. Village Clerk JUICE 9, 1956 A Special Meeting of the Sal Harbour Village Council was called at 9t00 oiclock A.M., Saturday, June 9, 1956, All the members of the council were present with the exception er\ Mr,"Brown. Also present were W. H. Webb, Village Manager;' -Mary Wetterer, Village Cler2c; and Thomas Anderson, Village Attorney. Mr. Ziba F. Graham and Mr. William Atwill were also present, Mr. Webb said that the Grahams had asked that the terms of the .contract for sale of Area #4 of the Business District be changed to allow the Grahams to receive more cash at an earlier date. Mr. Anderson explained the new Contract as submitted by the Grahams to the council and on motion of Mr. Landis, seconded by Mr. Broeman, the previous action of the council authorizing the contract 'to be executed was recinded and the revised contract as presented at this meeting be accepted, and unanimously vgted. Mr. Webb read to the council Mr. Atwillts letter outlining two proposals for the marketing of Water Revenue Certificates for the purchase of land and construction of the water tank, Mr. Webb and Mr. Atwill pointed out that from previous figures a raise of five cents per thousand on water rateelepuld meet the principal and interest payments on the certificates and that -Mr. Atwill hed suggested that to make the certificates more marketable that the Flerida Power and Light Company 6% Franchise money be also pledged. Mr. Beatty asked if there would be a penalty to pay off the certificates early and Mr; A.twill..said that no' certificates would be callable for six years and then 3% penalty re— ducing per year. Mr. Webb said that on our previous issue bonds retired early were subject to a 2%.penalty. It was pointed out that the time between the enabL4ng ordinance and marketing the certificates wouWamount to about 55- days -and if started immediately construction could commence about September'lst, The council decided they would like to give Mr. Atwillis proposal more thought and have,Mr..Webb call him the first of the week. Discussion followed on the possibility of selling.the certificates to the taxpayers and Mr. Webb, was instructed to call Mr.,O''Shaughnessy and. Mr. Ehrhart the purchasers of the last issue'to see if they would be 'willing to take this issue also. It wasalso suggested that another agent be called in,'wjiieh the council decided against. Mr. Anderson said he believed that all possibilities should be looked into,tbat that actually the figure involved was about $600.00 whether we sold them or took one of Mr. Atwiilts proposals which would assure a quick sale of the certificates. The council then decided that Mr. Webb would check with them the first of the week after making further inquiries of Mr. Atwill., Mr. Beatty then read a letter from Mr. M. R. Harrison, explalniflg:the changes they would make in the Village Hall building and thereby br#g the contract down to $105,000.00. It was then movedby Mr..Broemen, see nsded'by Mr. Collins, and unanimously voted that we accept the alternate bid of $105,000.00 for the construction of the village hall building and that the village manager be authorized to sign a contract for construction.
