RESOLUTION NO. 2006-66
A RESOLUTION: AMENDING THE FY 2006-2010 CAPITAL IMPROVEMENT
PROGRAM TO ADD IDA LEE OUTDOOR POOL, APPROPRIATING
$100,000 FOR DESIGN AND ENGINEERING SERVICES IN FY 2006,
AND A WARDING THE DESIGN AND ENGINEERING SERVICES
CONTRACT FOR THIS PROJECT TO SMOLEN, EMR + ASSOCIATES
ARCHITECTS FOR $310,500.
WHEREAS, the Town desires to open and operate an outdoor pool at Ida Lee Park in
summer 2008; and
WHEREAS, the FY 2006-2010 Capital Improvement Program needs to be amended to add
the Ida Lee Outdoor Pool in FY 2006; and
WHEREAS, in response to a public solicitation to provide design and engineering services
for the Ida Lee Outdoor Pool, the Town received five proposals on February 17,2006; and
WHEREAS, the requests for proposal were evaluated by an evaluation committee in
accordance with the Town's purchasing policy; and
WHEREAS, Smolen, Emr + Associates Architects was rated first to provide the design and
engineering services for this project; and
WHEREAS, an appropriation of$100,000 is required from the A. V. Symington Fund for
the funding of this design contract in FY 2006.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Leesburg Town Council hereby amends the FY 2006-2010 Capital
Improvement Program to add the Ida Lee Outdoor Pool.

AND AWARDING THE DESIGN AND ENGINEERING SERVICES
CONTRACT FOR THIS PROJECT TO SMOLEN, EMR + ASSOCIATES
ARCHITECTS FOR $310,500.
SECTION II. The Leesburg Town Council hereby appropriates $100,000 in FY 2006 from
the A. V. Symington Donation to fund the design and engineering services for this project.
SECTION III. The Town Manager is authorized to execute a contract, in a form approved
by the Town Attorney, with Smolen Emr + Associates Architects in the amount of$310,500.00 for
providing the design and engineering services for this project.
