Meeting came to order at 7:33 a.m., the minutes were approved with a motion by Councilman
Rick Mihalevich and second by Councilman Mark Schreiber. The motion passed 3-0.
Appointment Review:
Presented by Gail Strope. The committee made nine new appointments. A motion was made by
Councilman Mihalevich to approve the following appointments and seconded by Councilman
Schreiber. The motion passed 3-0.

Discussion on Compression Plan:
Councilman Mihalevich asked about the number of people impacted by the compression
adjustment. The committee discussed the impact the pay history and range adjustments have on
compression. The committee members will recommend to the finance chair to have a discussion
at the next finance committee meeting.
There being no further business, Councilman Mihalevich made a motion to adjourn which was
seconded by Councilman Schreiber. The motion passed 3-0 ending the meeting at 8:10 a.m.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY CODE,
CHAPTER 7, SECTION 7-301, SECTION 7-302, SECTION 7-303, SECTION 7-307, SECTION
7-308 AND SECTION 7-309, BY MODIFYING MEMBER REQUIREMENTS FOR THE
ELECTRIAL AND PLUMBING LICENSING BOARDS
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The City Code, Chapter 7 (Boards and Commissions), Section 7-301
(Members, qualifications, appointment, terms and officers), is hereby amended as follows:
Section 7-301. Members,qualifications,appointment,terms and officers.
The board shall consist of eight(8) members: the electrical inspector of the City of Jefferson; the Director
of Planning and Protective Services or his or her designee; at least one electrical contractor; at least one journeyman
electrician; and at least one representative of the local electric utility company. The electrical inspector shall serve as
ex officio chairman. The board shall be appointed by the mayor with the consent of a majority of the members of
the council for a term of three (3) years and shall serve until their successors are duly appointed and shall be
qualified. The appointments of the Board members shall be made every three (3)years and they shall serve without
pay. The chairman shall be a voting member although he is not permitted to make motions. The board may pick a
vice chairperson and any other officers they deem necessary. The provisions of Section 7 5 notwithstanding, the
members of the board, excepting employees need not reside within the City, but must reside in Cole County or
Callaway County and must own or be employed by a business which maintains an electrical license with the City of
Jefferson. Residence of City employees shall be governed by this Code and the Personnel Policy Manual.
A. The board shall consist of five(5)voting members with the electrical inspector of the City of Jefferson
and the Director of Planning and Protective Services or his or her designee serving as ex officio non-

B. The five (5) voting board members shall be: two (2) electrical contractors; two (2) journeyman
electricians; and one representative of the local electric utility company.

b. The local utility representative is exempt from any residency requirement.

The board shall meet at such intervals as may be necessary for the proper performance of its duties, upon
call of the board chairman, but in any case not less than twice a year. Three (3) voting members of the
committee shall constitute a quorum. Minutes of all meetings shall be kept.

Section 3. The City Code, Chapter 7 (Boards and Commissions), Section 7-303
(Duties), is hereby amended as follows:
Section 7-303.Duties.
The board shall act on grievances by an applicant for an electrical permit;the holder of an electrical permit,
or the owner and/or agent of a building or structure wherein electrical work is to be installed. Such referral
shall be an appeal from the decision of the electrical inspector or his authorized agent or representative,
refusing to grant a modification of provisions of the electrical code governing the installation or materials
to be used in the installation. Application for appeal will be received by the Director of Planning and
Protective Services,or his authorized representative,when it is claimed that:
A. The true intent of the electrical code or the rules adopted thereunder has been incorrectly
interpreted.
B. The provisions of the electrical code do not fully apply.
At such time as the Board meets to act on such an appeal,the electrical inspector shall not have a vote. a i I
f one of the members of the board is the appellant,that member shall not have a vote. A simple majority of
those members voting shall constitute a qualified decision. In the event the voting members of the Board
are evenly divided,the decision of the electrical inspector shall be affirmed.
The board shall review the electrical code at least once a year. Three (3) members of the board must be
present at every examination. They shall transmit to the council any and all recommendations and changes
that are necessary to update the electrical code.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ALLOWING MEMBERS OF
THE CULTURAL ARTS COMMISSION TO ATTEND MEETINGS AND COST VOTES BY
ELECTRONIC MEANS
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 7 (Boards and Commissions) Section 604 (Meetings [Cultural
Arts Commission]) is amended as follows:
Sec.7-604. Meetings.
The cultural arts commission shall hold a regular business meeting at least once each quarter at such time
and place as shall be established by rule of the commission. The commission may hold such additional business
meetings as it shall,from time to time, deem necessary. Commissioners may attend meetings by electronic means
including video conferencing,the Internet,and telephone.Commissioners who electronically attend meetings
may participate in discussions and votes as if physically present.
Section 2. This Ordinance shall be in full force and effect from and after the date of
its passage and approval.

present.

Summary: This ordinance allows members of the City's Cultural Arts Commission to
attend meetings via electronic means such as video conferencing, the Internet, and
telephone and to cast votes at the meetings as if they were physically present.
Background Information: The City Council and its subordinate boards and
commissions generally ascribe to the rules of parliamentary practice set forth in "Robert's
Rules of Order, Newly Revised," 10TH Edition by Henry Robert III, William J. Evans,
Daniel H. Honemann, Thomas J. Blach. Under the current edition, political body members
are only counted for attendance, and may only cast votes if they are physically present at
the meeting of the body. The current edition also allows for the political body to adopt
procedures for electronic attendance. The Cultural Arts Commission desires to adopt by
ordinance a parliamentary rule to allow its members to appear at a stated meeting by
electronic means, including video conferencing, the Internet, and telephone. The
Commission desires that any member attending a meeting electronically may fully
participate in the discussion, be counted for attendance, and be able to cast votes as if
the member was physically present.
