ALSO PRESENT: CITY ENGINEER SHAWN GUSTAFSON, PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN AND PLANNING AND ZONING ASSISTANT SANDIE LARSON. ABSENT: CHRISTOPHER CROSBY AND FRANK MIGNONE Chairperson Anne Heideman called the meeting to order at 7:35 p.m. 1. MINUTES OF APRIL 8, 1997 MOVED BY LENNY LEUER AND SECONDED BY BRUCE WORKMAN TO APPROVE THE MINUTES AS PRESENTED. MOTION CARRIED MINUTES OF MAY 13, 1997 Lenny Leuer corrected on page #4, item #6, pained should be painted. MOVED BY LENNY LEUER AND SECONDED BY SUSIE MACKAY TO APPROVE THE MINUTES AS CORRECTED. MOTION PASSED 2. SCOTT BAKER/BAKER ASSOCIATES, INC. - 1350 BAKER PARK ROAD - MINOR LOT SPLIT AND CONDITIONAL USE PERMIT FOR OFFICE BUILDING - PUBLIC HEARING - 7:30 P.M. Loren Kohnen read his memo to the planning commission and also put up overheads of the proposal. Anne Heideman stated that first the planning commission would deal with the lot split. She reiterated the agreement with the Dairy Queen and Holiday that at the time the Baker property was developed 10' would be given to each of the two properties, DQ and Holiday because at the time that Holiday went in, each of them gave 10' for a road back to the Baker property. She also mentioned that the standard MnDot right-of-way would be necessary. Lenny Leuer asked when Outlot A and Outlot B are taken, if the utility easements would be taken away. L. Kohnen said that the 10' would remain utility easement 1 L. Leuer asked if then there would be another 10' of easement on the Baker property and Loren said yes. Loren also said that the 10' to the DQ and Holiday would be by title transfer. Susie Mackay wanted to know how you define an outlot. A. Heideman said it is a `dead area'. L. Leuer said that the building looks like it is planned for the western portion of the property and it is higher to the east. Could this property be split further? L. Kohnen said yes it could be divided. MOVED BY LENNY LEUER AND SECONDED BY BRUCE WORKMAN TO RECOMMEND THE LOT SPLIT/RE-PLAT OF THE PROPERTY AT 1350 BAKER PARK ROAD WITH THE FOLLOWING CONDITIONS: 1. Outlot A be transferred to the Dairy Queen 2. Outlot B be transferred to Holiday 3. Subject to MnDot approval and any required easements from MnDot 4. Drainage and utility easements as per city engineer MOTION PASSED CONDITIONAL USE PERMIT Scott Baker, 4290 Arrowhead Drive, stated that they were a graphic design business. He explained what they do and that they were currently in Wayzata and needed more space. He said they really loved the location and they would be improving the wetlands and the property would be groomed and cultivated. He had a model of the proposed building and pictures. Elizabeth Weir asked if the building would be white and Scott said yes. Anne Heideman asked what the structure was on top of the flat portion of the building. S. Baker said that it is the venting for the fireplace, a chimney. He also said that the picture he had was a concept and that the `silo' area was a hinge between the administrative offices and the designers. It would contain restrooms and a kitchen area. Susie Mackay asked about the landscaping and said that spruce trees are not native to the area and maybe the City and the developer could work with other materials that would screen as well, but be more natural to the environment. S. Baker said they plan on using dogwood, maple and black hill spruce. He said they are treating the area very much like a sculpture. Bruce Workman asked if there would be any other buildings on the site. S. Baker said just us. He said that they hope to double in size in a few years to 60+ employees. Lenny Leuer asked about the area north of the parking lot. L. Kohnen said there are wetlands there and cannot be filled. L. Leuer asked about water supply to the building and Loren said it would be by private well. Lenny then asked if the building would be fire sprinkled and Scott said he was still waiting to hear. 2 L. Kohnen said that it did not have to be because of the size. L. Leuer asked what a meter would be for and Loren said just to meter the water use in the restrooms. Lenny then said that Hennepin Parks is to the north and that there is an informal trail to the DQ across the Baker property. L. Kohnen said that Scott could cut it off. L. Leuer said that a trail system is part of our comprehensive plan and this trail is already in place. S. Baker said that they will monitor the usage of the trail. He said that he wants to protect his property and if it (trail) is abused then he will do something about it. He said he has no problem with people using the existing trail unless they abuse it and they are not responsible. E. Weir asked about horses on the property. S. Baker said that the trail is on the other side of the landscaping so they should not be a problem but once again he said he will monitor the use for any abuse. L. Leuer said that a lot of people park on Main Street in Maple Plain to access the park trail and this parking lot for the Baker building will be a lovely access to the park. He asked Mr. Baker what he would do about that. S. Baker said that he has talked to the Dairy Queen owner and they have suggested a gated entrance. He said it would be electronically controlled and that there is not a lot of going in and out of his employees during the day. L. Leuer asked the height of the chimney and he was told 34-35'. L. Kohnen said that if this is just a chimney and/or a space used for equipment, the height is not an issue. Carolyn Smith said she thought this was a wonderful project. Bruce Workman said he also thought this was a good project and wondered if they planned on developing the rest of the property. S. Baker said that if business stays good they will keep all of the property and if the business trend turns around then maybe he would consider putting up another building, but would stay in control of the property. B. Workman asked about water, that there would be a very large well and asked Mr. Baker if they would approach Maple Plain for water and Mr. Baker said yes. MOVED BY SUSIE MACKAY AND SECONDED BY BRUCE WORKMAN TO RECOMMEND APPROVAL OF A CONDITIONAL USE PERMIT FOR 1350 BAKER PARK ROAD FOR AN OFFICE BUILDING WITH THE FOLLOWING CONDITIONS: 1. Additional landscaping of 8' spruce trees and indigenous planting materials with approval of staff for screening of the single family homes NW of the site. 2. All exterior lighting be designed and installed so that the globe is recessed and enclosed on all sides except the bottom and no light is cast directly on any other property. 3. Parking lot lights not to be on all night. Minimum security lighting may be on all night. 4. Dumpster enclosure built of concrete, brick or stone. 5. Drainage and erosion control as per city engineer and watershed district. 3 6. Proper drainage, utility easements be provided as per city engineer. 7. Landscaping type and size must meet code requirements and be maintained. The berming is to shield the parking area. 8. Review by Maple Plain fire department be provided before building permit is issued. 9. No exterior storage. 10. No outside bells or loudspeakers. 11. Four SAC units as determined by the Metropolitan Council and any connection fees paid before building permit is issued. 12. Letter of credit as determined by city engineer provided before a building permit is issued. 13.A water meter must be provided to monitor sewer flows. 14. Parking area and driveway constructed to standards as per city engineer. 15. If any space is to be leased, an Administrative CUP is required before occupancy of any tenant. 16. Developer reserves the right to have a gated entrance. 17. Baker to join in co-operative effort for stop sign at entrance to Co. Rd. 29 MOTION PASSED 3. JOE FRANCIS - 200 HIGHWAY #55 - LOT COMBINATION - PLAT - CONDITIONAL USE PERMIT FOR HOLIDAY STATIONSTORE/CAR WASH AND LIQUOR STORE - PUBLIC HEARING - 8:31 P.M. Loren Kohnen read his memo to the planning commission and put up an overhead of the site. He said that the first step is the lot combination and plat of the property. No right-of-way to CSAH 101 is required. Loren then pointed out on the overhead the dedicated area for Clydesdale Trail. He stated that Jim Dillman, Mayor John Ferris and one councilmember had met at the site with Hennepin County and the County said that the best place for an entrance is where it is shown. Bruce Workman said he thought it should be farther up the road. L. Kohnen said that when 101 is realigned, the site line will be better. Susie Mackay asked if the County would do it now. L. Kohnen said not right now and he also said that this road shown would only be for access to the Francis property. B. Workman asked what the distance was from Hwy 55 to the entrance. Shawn Gustafson said about 400 feet. S. Mackay said that this project will drawn a lot of cars and trucks. There was continued discussion of traffic and access. Carolyn Smith said that Holiday may want to put a station here, but it is not a convenient place for a road. It was stated that the lot combination is what was being discussed first. B. Workman said it looks like they are trading some land for a potential street. Anne Heideman said it is a potential frontage road. 4 B. Workman said he would like to see entire road put together and not pieced. He said we cannot look at it with comprehensive planning because we're dealing with one parcel and we need to look at a larger picture. L. Kohnen said that the comprehensive plan shows Clydesdale going from Co. Rd. 116 to Co. Rd. 101 and this is a start. C. Smith asked if it was within our scope to deny because it doesn't fit. L. Kohnen said what the applicant wants to do is within our ordinance and we can put reasonable conditions on it. Randy Mayer, 762 Highway #55 and also representing 822 Highway #55, said that the big thing is the placement of Clydesdale and how it affects the area. He stated that he strongly opposed the proposed location. He said they were told that when this frontage road goes through it would provide traffic relief and this proposed location "has no shot at any relief for us because no stop light will ever be put in at that location". Susie Mackay wanted to clarify what lots were being combined. Dick Warren, 303 Cherry Hill Bay, said that they back up to this property and that the stop light at 101 and 55 has alleviated some of the traffic problem, but it is still awful. He said you are talking about more than a lot combination, the entire corner should be looked at. He said it is important to look at a bigger picture and traffic flow on 55 and 101 S. Mackay said that it concerns her what Dave Zetterstrom from the County says in his letter - that if an accident problem occurs - - -` A. Heideman said that if we do not have a legal basis to deny, we as a planning commission are obliged to recommend approval. MOVED BY CAROLYN SMITH AND SECONDED BY KATHY COOK TO RECOMMEND THE LOT COMBINATION AS PRESENTED. VOTE: 4 NAYS, 1 YES AND 1 ABSTAIN - NO VOTE BY CHAIR MOTION NOT PASSED Kathy Cook wanted to know if this could be tabled for additional information. Penny Elsenpeter, 2925 Ardmore Ave., wanted to know what the planning commission would have done with this lot combination if the rest of the application was not part of it. C. Smith wanted to know if the lot combination could go to the city council and the conditional use permit later. Loren Kohnen said that the conditional use permit would come back to the planning commission. Greg Ebert, 6503 Co. Rd. 101, general contractor for this project, wanted to know if the general consensus on this was to deny the lot combination because it was not the best land use. He said he would like the planning commission to see what is the best use of the property. He said they have worked with the county and city staff for two months on this project. 5 Kathy Cook said she does not understand the legal basis for not allowing the lot combination. If the conditional use permit and lot combination are separate issues and we deny the lot combination, we are saying no to all of it. L. Kohnen said he feels very strongly that the use has nothing to do with the lot combination. Shawn Gustafson said that Co. Rd. 101 is inadequate for the future, the alignment is poor. He said the proper procedure is for the City to petition the County to look into the safety of Co. Rd. 101. He said that the traffic flow will double in the next 20 years not counting the proposed use of this corner. Ramona Steadman, 210 Cherry Hill Trail, said they did not want to see any development without improvements to 101. Debbie Hildebrandt, 222 Cherry Hill Trail, said she was almost broadsided coming here this evening by someone pulling out where the road is proposed. She said 101 need improvements, turn lanes, etc. before any development. L. Kohnen said that we need to do things legally. He said there are no legal reasons to deny the lot combination. MOVED BY KATHY COOK AND SECONDED BY CAROLYN SMITH TO HAVE THE CITY SUBMIT A RESOLUTION TO THE COUNTY ASKING THAT THEY LOOK AT SAFETY IMPROVEMENTS ON COUNTY ROAD 101 NORTH OF HIGHWAY 55. MOTION PASSED T. Wakefield asked if a denial stops this application. A. Heideman said that the planning commission recommends to the city council. MOVED BY CAROLYN SMITH AND SECONDED BY ELIZABETH WEIR TO RECOMMEND APPROVAL OF THE LOT COMBINATION. Loren Kohnen, said that the proper place to deny is the plat, not the lot combination. 6 AYES AND 1 ABSTAIN MOTION PASSED. PLAT: Loren Kohnen said that this included a right-of-way dedicated to Highway 55 and access to Lot 1, Blk 1 from County Road 101. Outlot A would be a dedicated ROW for a city road. This is about 200' from Highway 55. MOVED BY BRUCE WORKMAN AND SECONDED BY LENNY LEUER TO RECOMMEND DENIAL OF THE PLAT BASED ON PUBLIC SAFETY AND HEALTH ISSUES DUE TO THE DESIGN OF COUNTY ROAD 101 AND THE PROPOSED ACCESS. Carolyn Smith wanted to clarify that land would be dedicated for a street and would this be the time to ask for turn lanes, etc. L. Kohnen said that would be in the conditional use permit part of the application. Kathy Cook asked about the rest of Clydesdale. 6 L. Kohnen said that it would be there if Mr. Cates develops his property and at that time it might be found that there is a better place for it. He said that things change as properties develop. Shawn Gustafson put up an overhead of the proposed frontage road and pointed out that the County has determined that it is o.k. for sight lines and the fact that in the future the hill will be flattened out. Stephen Johnston, engineer for the applicant, said that their original design met all criteria without the Cates piece. He said that City staff and County had asked for the dedication of the road for access. He said that the Francis property could be developed without a public roadway, that it was not their idea, but the City's and County's. We are providing the right-of-way for a service road on their recommendation - we could develop with just a driveway. L. Kohnen said there is not much traffic now, but if Mr. Cates develops, work on 101 would definitely be required. S. Johnston, said we are trying to give ROW for a road that your comprehensive plan shows. VOTE ON DENYING THE PLAT: 2 NAYS AND 6 AYES Carolyn Smith said she thought we could put conditions on the conditional use permit that would protect the safety issues and we could look at other safety issues. Anne Heideman concurred. MOTION PASSED CONDITIONAL USE PERMIT: Loren Kohnen put up an overhead of the site. Steve Johnston, engineer for the applicant, explained the site. He said there would be a by-pass lane going north on 101. He also said they were going with a 2 tiered retaining wall to the south, there would be a NURP pond in the SE corner for run-off, etc. - the driveway would be redesigned so there would be no access to Mr. Cate's property. He also showed the building elevations on the overhead. Carolyn Smith wanted to know if there was room for right and left turn lanes in the driveway. S. Johnston said yes. He also said that the NURP pond is a little larger. Peggy Zimmer, 266 Cherry Hill Trail, said that cars will still be dripping when they leave the car wash. Will that cause ice on the roads. Nationwide Car Wash representative, said that the car wash will have 4 exit drains and will also have a dryer. Elizabeth Weir said that she has seen that in denying a public road we have dissipated traffic from the west. Tom Olson, 275 Cherry Hill Trail, said that with a car wash what will that do to the water supply for Cherry Hill. 7 S. Gustafson said that this site does not now have water to it. There is a feasibility report for the council regarding installing water across Highway 55 up to Cherry Hill with an 8" line. This would provide increased flow to the area and with two water sources to Cherry Hill it would benefit the Cherry Hill area. Mary Pieschel, 263 Cherry Hill Trail, asked if this would be a 24 hour a day operation. Joe Francis, said it is planned for 5 a.m. to 11 p.m. M. Pieschel asked if they had an approximate daily visit count. J. Francis said that his Rockford store has about 1000 customers per day. M. Pieschel said that if their entrance was not Clydesdale and it would be a private entrance would there still be a by-pass going north on 101 and Joe said yes. She then asked about the lighting. Sarah Moore, Landform Engineering, said that the lighting will meet city standards, there would be no light cast off site and there would be 0 foot candles at the property line. M. Pieschel asked about the pond at 101 and 55. If there was an accident on the corner, would they go into the pond. S. Johnston said that the pond would be 80' from the edge of the pavement. Julius Dorweiler, 5022 County Road 101, said that he has no problem with the development, but the access is the pits. He said that he has lived there for 61 years and the County might say it is the best place for an access, but it is a tragedy waiting to happen. Why not go farther with Clydesdale and use the existing Cate's access on 101. Debbie Hildebrandt said that there will be semi -trucks entering and existing and there are problems with them turning onto Evergreen - won't this be a problem here also. J. Francis said that no matter where you have a station you will have trucks delivering fuel and we can request that the deliveries are done in the middle of the night when there is much less traffic. Dick Warren, 303 Cherry Hill Bay, asked if we could limit it to right turns out of the property. He also wanted to know if we should be taking right-of-way for 101. L. Kohnen said that we can take an easement but due to the county's statements that Co. Rd. 101 would be straightened and moved to the east, an easement on the west side is not necessary. S. Johnston gave the 1996 traffic counts and stated that they were trying to capture the 101 traffic: 25,500 cars/day on Highway 55; 3,500 cars/day on 101 north. Randy Mayer suggested controlling the access to right turns only. S. Gustafson said that it would be very difficult without a median to control right turns only. Randy Mayer said that on behalf of his uncle, property owner at 822 Highway #55, if the traffic is not being addressed, you don't have a project like this and only accept business from 3500 cars per day. He said that McDonald's was required to have right turns only without a median. He said that McDonald's permit also requires traffic to be reviewed yearly to deal with traffic problems and yes a precedent was set with McDonald's right in -right out turns. 8 Bruce Workman said that he is not opposed with the businesses that are proposed but is opposed to the access. Lenny Leuer questioned page C2 of Landform's plan. L. Kohnen said that service station set -backs are different than other commercial as stated in the performance standards section of Medina's code book, Section 825.55, Subd. 2. L. Leuer said that the right-of-way for Highway 55 is 75' now and with another 20', will they still meet the setbacks and Loren said yes - it far exceeds it. S. Gustafson said that the main reason for the additional 20' is to limit building in the area. He said it is always his recommendation to require additional ROW. There was additional discussion on ROW for Highway 55. C. Smith asked if the right -in, right -out at McDonald's could be applied here. L. Kohnen said this is different - that McDonald's has two accesses on 116. C. Smith said that the church on County Road 24 has an access on top of a hill and we were all very concerned. She said she felt it was appropriate to have the police check this proposed access. There was further discussion of laws and if the applicant could obtain an easement to Hunter and use that. B. Workman stated that he had concerns about safety. The applicant was asked if he wanted this tabled for further information or if he wanted the planning commission to vote tonight and he wanted the vote tonight. MOVED BY BRUCE WORKMAN AND SECONDED BY ELIZABETH WEIR TO RECOMMEND DENIAL OF A CONDITIONAL USE PERMIT FOR 200 HIGHWAY 55 FOR A HOLIDAY STATIONSTORE/CAR WASH/LIQUOR STORE BASED ON HEALTH AND SAFETY ISSUES IN RELATION TO COUNTY ROAD 101. VOTE: 5 AYES; CAROLYN SMITH OPPOSED AND KATHY COOK ABSTAINED MOTION CARRIED FOR DENIAL Carolyn Smith wanted to be on record that there would have been several conditions placed on the conditional use permit to help alleviate the traffic problem. Break from 10:45 p.m. to 10:57 p.m. 4. EDMUND LUNDGREN - 1582 MEDINA ROAD - TWO LOT SUBDIVISION - PUBLIC HEARING - 10:57 P.M. Loren Kohnen read his memo to the planning commission and put up an overhead of the site. He stated that staff recommendation was for a 50' driveway easement instead of a flag lot. Carolyn Smith asked why 50'. Shawn Gustafson said it makes room for slopes, snow, etc. Ed Lundgren said he had no problem with an easement. 9 Lenny Leuer said he thought #1 in Jim's memo should be deleted. He wanted clarified that this easement was to the property in the back and did not give abutting property owners use of it. Loren said that is correct. He then asked if there was an opening in the woods by the driveway. E. Lundgren said that whoever buys the lot will put the driveway in. L. Leuer said that Shawn's letter is very specific. Shawn Gustafson said it is for safety/emergency vehicles. MOVED BY CAROLYN SMITH AND SECONDED BY ELIZABETH WEIR TO RECOMMEND APPROVAL OF THE TWO LOT SUBDIVISION FOR EDMUND LUNDGREN WITH THE FOLLOWING CONDITIONS: 1. Fifty foot driveway easement for the back lot to be on the east property line. 2. Staff to review and approve the driveway location on this easement. 3. Appropriate notifications be given for any driveway construction in the wetlands. 4. Drainage and utility easements around all property lines. 5. Park dedication fee for new lot to be determined by city assessor. 6. Wetlands easements per staff 7. Septic sites to be located and staked on both sites. 8. Appropriate ROW for Medina road. MOTION PASSED 5. SUBURBAN HENNEPIN REGIONAL PARK DISTRICT - CONDITIONAL USE PERMIT FOR OUTDOOR EDUCATION FACILITY IN AN AREA SOUTH OF COUNTY ROAD 24, WEST OF HOMESTEAD TRAIL AND EAST OF THE RANGER FACILITY - PUBLIC HEARING - 11:17 P.M. Loren Kohnen read his memo to the planning commission and put up an overhead of the site. Anne Heideman asked why the 150' of paved driveway. L. Kohnen said to keep the dust from coming all the way to Co. Rd. 24. He pointed out the site on the overhead and the road that the fire department required. He said the City will require it be a little wider so emergency vehicles can pass. He also stated that the road, trails, etc. should be paved. He then put up an overhead of the lodge and cabins stating that they would be of log construction. A. Heideman said that the plans only show one septic site. Don DeVeau, Hennepin Parks, said that there are two sites, but only one is shown on the plans. Nancy Harger, outdoor education manager, explained why they were doing this project and the intent was for it to be a rustic setting. There would be an adult in every cabin and there will be different options available to groups or individuals. There will be no electricity in the cabins, no lights. There will be a hot wire for smoke detectors. Kathy Cook asked if this would be a four season use facility and Nancy said yes. 10 Elizabeth Weir said there is mature basswood in the area and a nice access to Lake Katrina. D. DeVeau said that they would disturb things very little. The woods, etc, is why they chose this site for the project. Kathy Cook asked if it would visible from Co. Rd. 24. D. DeVeau said cabins, no, main lodge, maybe. Lenny Leuer asked about the lodge and questioned the outdoor toilets - 2 in lodge and 2 outdoor, is that enough? D. DeVeau said they felt it was. He said there would be solar fans in the outdoor toilets and also electricity to them for the fans. Lyman Wakefield, 3385 County Road 24, said that he has the property across from Homestead Trail and wanted to clarify where this facility was proposed on the Park property. D. DeVeau discussed where the site was and stated that this was a $1 million dollar project, financed with $500,000 from the William Baker foundation and the rest from the state legislature. Tom Wakefield, 3385 County Road 24, asked who wants this and who asked for it. N. Harger said that teachers, focus groups etc. have asked young people and schools. She said this has been identified as a good way to deal with young people. T. Wakefield again asked who asked for this project. Elizabeth Weir said that the best way to deal with things is to educate the young and this is a wonderful opportunity. There was discussion of the location of the cabins and the rest of the facility. Randy Mason, 1652 Homestead Trail, said that there are people using the path in the park and they have to stop on the road. He was wondering if the nature trail would bother the swan refuge. He said this is a good place for kids to study wild life in the area and he wouldn't want to see it disappear. N. Harger said yes they have studied the wild life in the area. Mrs. Mason, but there has been no study of what it will do to the swans in the area. N. Harger said there will be very small groups here, a maximum of 60. There was continued discussion of the program. Victoria Aberg, 3175 County Road 24, said she cannot believe that you do not need 24 hour lighting for security. She said this sounds fine for today, but 20 years from now maybe not - traffic, etc. N. Harger said that when the time comes for a need for expansion, there will be other locations available with a similar feeling. L. Leuer asked about the security gate and if it would be locked at all times. D. DeVeau said it will be relocated from where it is now and it may be locked when the site is not in use, but during the days of use it will remain open. 11 L. Leuer said that wood stoves were mentioned for heat - what about our Minnesota winter evenings - what will keep them from overheating. D. DeVeau said there will be instruction in how to use them plus there will always be an adult in each cabin all night. L. Leuer asked about the `man made' refuse pile that was on the site - old refrigerator, rock pile, etc. D. DeVeau said that everything that is there is culture from history of the area - the rock pile is from the old farm that was in the area. The piles of trash will be taken care of. Susie Mackay said that there is room for 40 cars - have you considered parking cars elsewhere so it would be less of a modern invasion? D. DeVeau said due to the elevation, the parking will be higher and behind a berm so the area will be screened from the lodge and cabins. S. Mackay asked about the posting of the nesting areas. N. Harger said they would not be going into these areas. Kathy Cook said this sounds very appealing - she wondered where this had been publicized. D. He also said that the turnarounds appear to be for passenger vehicles, the width and turning radii did not seem adequate for anything else. D. DeVeau said that they could make them wider. A. Leuer asked about the lot to the east and the berm between the lot and the railroad tracks - the berm does not exist to the west. S. Gustafson said that the revised grading plan would show that and also Straight Line Auto should be contacted. He said he would rather see the drainage go to the east than directly north to the railroad property. There was discussion of the berm, run-off, etc. and where the existing drainage goes.
