Meeting Minutes
The Committee on Personnel and Town Organization met on Wednesday January 9,
2013, at 9:00 AM in the Council Chamber. Present at the meeting were Councilors Susan
Falkoff (chair), Cecilia Lenk, Vice Chair, and Stephen Corbett, Secretary. Also present were
Manager Michael Driscoll, Auditor Tom Tracy, Treasurer Phyllis Marshall, and Stephen
McGoldrick and Richard Kobayashi from the Collins Center.
The Committee discussed the status of the Organizational Structure Study being
performed by the Collins Center. Mr. McGoldrick stated that they had completed their
interviews and related research and were beginning to formulate their formal report. He
expects that the report will be ready in approximately two weeks. Their role is to express an
opinion as to the optimal structure. Whether to accept their recommendations and issues
related to implementation and timing is entirely up to the Town. The Committee decided to
wait for the completed report before making any recommendations to the Council.
The Committee next discussed the issue of preparation of minutes of Council committee
meetings. This issue was previously discussed by the Council several years ago. At present, the
Council member designated as the Secretary is responsible for preparation of the meeting
minutes. As a general practice (there are a couple of exceptions), each Councilor is the
Secretary for one Committee. It was noted that minutes of meetings are meant to be a
summary of what transpired at the meeting, not a transcription of everything that is said. The
committee felt that this summarizing function is best carried out by a Councilor. Members of
the Committee felt that this is not an undue burden and it would be difficult to justify
performing this task in some other way, from a budgetary point of view.
The Committee did note however, the information provided by Councilor Kounelis
regarding Councilor/Alderman salaries in neighboring communities. The Committee feels that
councilor remuneration should be reviewed by the Council.
The next meeting was scheduled for January 29, 2013 at 7:00 PM.
