PLANNING BOARD SPECIAL MEETING
Members present: Myron Martin -Chairman, Barbara.Page Hilda Brody, Bob Rose,
Evelyn Poole -Kober, and Jim Culbreth.
Others: George Horton, Sylvia Price, and Kay Ma.ltbie, Zoning Officer.
The meeting was called to order. The first item on the agenda was the review
of the County rezoning request for the. -.former. Beard farm on Highway 70 A East.
Horton, developer of the proposed project, said that he had recently moved from N.J.
and had heard the former Beard -property promoted by the Economic Development association
in Orange County. He has a contract with Duke University to buy the land.
Rufus Coulter, Land Planner, bad drawn up some plans based on a basic outline of
plans from Orange County Planning Department. Coulter proposed a loop road instead
of seven access points on Highway 70. Horton said that he needed a rezoning to know
what he could do with the property. 550,000 square feet of buildings could be put
on the site according to Orange County.
Price said that Orange County needed a high class industrial site. The County
had designated the area as industrial in their land use plan.
60 acres would be Light Industrial and 27 acres would be Office -Institutional
under this proposal. There would be about 6,000 car -trips per day according to
Horton if all of the area were developed as proposed. There.would be fewer trips
if there were warehouse storage in some of the buildings. The Planning Board
expressed concern about the traffic and asked if DOT had been consulted. Horton
said that the DOT would have more to.say as the development occurred. The needs
would be determined as the traffic demanded. When asked about standards for the
park, Horton said :that the buildings would be harmonious in appearance. He said
that the recreation area would not be open to the public. Horton said that he
had attempted to get an easement through Hines -Liner property for a road since
DOT has said that a driveway must be 800 feet from I-85 and would not be allowed
to be put in closer to I-85. He is still trying to get the easement.
Page expressed concern about the water and sewer situation_.and the impact on
Colonial Hills. Would the water pressure decrease from the already minimal
level at Colonial Hills. Maltbie noted that the State review of the water
lines would require that the residual flow be adequate for Colonial Hills.
The residual water flow could not be decreased by usage of water at the proposed
site. The engineering plans submitted to the state must show the lines as well
as residual pressure. Price said that gravity sewer lines from Colonial Hills
could come into the Horton lines if planning allowed for that possibility.
Brody expressed concern that the development is.attractive on paper, but that it
could fall through and go to another developer.
Horton said that he wanted to see a planned development project that would be
attractive. He has moved to Orange County and is committed to a good project.
Brody said that the residents' concerns were wildlife preservation, leaving some
natural areas, traffic, quality of construction and water. Horton said that he
would have to flatten the ground for the building site. Poole -Kober said she
would bate to see entire sites flattened. Horton said that it would take about
five years to possible building completion.
Rose made a motion to recommend approval with the on -CP
going process of checking
the following: 1 -water and sewer system be reviewed closely
2 -That there be no negative impacts on surrounding areas,
3 -Obtain DOT projections for improvements needed to 70 A and
86 as the development occurs,
4 -Arid obtain DOT estimates for minimum and maximum traffic
projected to come from a development of this size.
Martin noted that the property owner would be responsible for upgrading the
water and sewer lines.
Poole -Kober seconded themotion made by Rose. The motion passed.with-.Page
against.
The Freeland rezoning request for Faucette Mill Rd. for 1.5 acres to be rezoned
to 4 dwelling units per acre. Page made a motion to recommend R-2.. Brody and
Culbreth seconded the motion which passed unanimously.
The Scotswood rezoning request was considered. The unanimous recommendation was
that the area was in the headwaters of the Eno River State. Park and that there
should be an Environmental Impact Study done and comments from Margaret, Nygard.
of the Eno River State Park Association. 'The Planning Board.would make comments
after the Environmental Impact Study was done.
Brody made a.motion to thank Kay for a very good job and pleasant attitude.
Page seconded the motion which passed unanimously.
Maltbie thanked the Board for the dinner and chair.
The meeting was adjourned.
