A RESOLUTION: A WARDING THE COMPREHENSIVE CIVIL ENGINEERING
CONTINUING SERVICES CONTRACT TO KIMLEY -HORN &
ASSOCIATES OF HERNDON, VIRGINIA; PACIULLI, SIMMONS &
ASSOCIATES OF LEESBURG, VIRGINIA; PBS&J OF CHANTILLY,
VIRGINIA; AND WHITMAN, REQUARDT & ASSOCIATES OF
FAIRFAX, VIRGINIA
WHEREAS, in response to a solicitation for Comprehensive Civil Engineering
Continuing Services for the Town's capital projects, 14 proposals were received from the
following firms:
. Alpha Corporation
. Earth Tech
. The Engineering Group
. Kimley-Horn & Associates
. Paciulli, Simmons & Associates (PS&A)
. PBS&J
. STV Incorporated
. Timmons Group
. VIEW Engineering
. Volkert & Associates
. Volmer Associates
. Wiley & Wilson
. William H. Gordon
. Whitman, Requardt & Associates (WR&A)
WHEREAS, all proposals were evaluated by a selection committee in accordance with
the requirements of the Town's Purchasing Policy and the requirements of the Request for
Proposals; and
WHEREAS, Kimley-Horn & Associates of Herndon, Virginia; PS&A of Leesburg,
Virginia; PBS&J of Chantilly, Virginia; and WR&A of Fairfax, Virginia were the highest four
firms rated by the Town's selection committee; and

WHITMAN, REQUARDT & ASSOCIATES
WHEREAS, the contracts for Comprehensive Civil Engineering Services will be for
continuing services with an initial period of one (1) year and renewable for up to two (2)
additional consecutive periods of one (1) year; and
WHEREAS, Comprehensive Civil Engineering Continuing Services are to be provided
on a project-by-project basis and each task order will be less than $100,000; and
WHEREAS, the total aggregate amount of task orders shall not exceed $500,000 per year
per contract; and
WHEREAS, the Director of Capital Projects Management and the Chief Purchasing
Officer recommend awarding contracts for Comprehensive Civil Engineering Continuing
Services to Kimley-Horn, PS&A, PBS&J, and WR&A.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute contracts in a form approved by the Town Attorney for
Comprehensive Civil Engineering Continuing Services with Kimley-Horn, PS&A, PBS&J, and
WR&A.
