A RESOLUTION:
APPROVING THE RENEWAL OF A THREE-YEAR COOPERATION
AGREEMENT WITH LOUDOUN COUNTY FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, in 2004 Loudoun County received Urban Entitlement County Status
from the U.S. Department of Housing and Urban Development (HUD) and is eligible to
receive federal Community Development Block Grant (CDBG) funds; and
WHEREAS, in 2003, the Town of Leesburg entered into a three- year cooperation
agreement with Loudoun County to receive Federal Community Development Block
Grant (CDBG) funds by an application to Loudoun County instead of the State; and
WHEREAS, a CDBG program administered through Loudoun County means that
Leesburg and any other towns in the county who have signed a cooperation agreement
with the County, as well as unincorporated areas of the County, will have a greater
opportunity to receive funding through the CDBG program; and
WHEREAS, Loudoun County is renewing its status as an Entitlement Urban
County for Federal Fiscal Years 2007-2009, and pertinent to HUD's required revision not
impacting the agreement otherwise, is deleting language from the cooperation agreement;
and
WHEREAS, the County is required by HUD to notify the participating units of
local government every three years that they can elect not to participate in the
Community Development Block Program; and

AGREEMENT WITH LOUDOUN COUNTY FOR THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, the revised Cooperation Agreement requires proof of the governing
body's approval; and
WHEREAS, the Town of Leesburg receives Community Development Block
Grant funding for community projects and realizes the value of the Community Block
Grant Program.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that the Town of Leesburg continue to participate in the Community Development Block
Grant program and renew its three- year cooperation agreement with Loudoun County.
