A RESOLUTION: AWARDING THE 2006 STREET MILLING AND
RESURFACING CONSTRUCTION CONTRACT TO FRANCIS
O. DAY COMPANY, INC.
WHEREAS, the FY 2007 Budget includes funds in the total amount of $566,000
for street milling and resurfacing; and
WHEREAS, the total amount that would be spent on this contract in anyone year
will vary and will depend on the budgeted amount for that year; and
WHEREAS, in response to a public solicitation for bids for this 2006 Street Milling
and Resurfacing Contract, the Town received bids on June 15, 2006 from the following
firms:
. Francis O. Day Company, Inc.
$729,024.00
. Virginia Paving Company
$741,354.50
. Superior Paving Corporation
$774,935.00
. Finley Asphalt & Sealing
$831,661.00; and
WHEREAS, this is a unit price contract; and
WHEREAS, the quantities used for bid comparison are estimates; and
WHEREAS, the locations to be completed by this contract are determined based on
the current condition of the streets in Town and the worst locations are then placed on the
list in order of need; and
WHEREAS, the contract will be awarded in the amount of the street milling and
resurfacing budget for FY 2007 of $566,000; and

WHEREAS, the bids were evaluated by the Director of Capital Projects
Management and the Chief Purchasing Officer in accordance with the bid documents and
the Town's Purchasing Policy; and
WHEREAS, Francis O. Day Company, Inc. ofRockville, Maryland was
determined to be the lowest responsive and responsible bidder; and
WHEREAS, this contract will be for an initial period of one (1) year and renewable
for four (4) additional consecutive one (1) year periods.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia
that the Town Manager is hereby authorized to award, on behalf of the Town, the 2006
Street Milling and Resurfacing Contract to Francis O. Day Company, Inc. in the amount of
$566,000 for street maintenance.
