A RESOLUTION: ADOPTING THE CRESCENT DISTRICT MASTER PLAN
WHEREAS, the concept of the Crescent District Master Plan arose from the Business
Development Strategy which was facilitated by the Economic Development Commission and
endorsed by the Town Council in May, 2003; and
WHEREAS, in October, 2004, the Town Council authorized and funded preparation of
the Crescent District Master Plan (CDMP); and
WHEREAS, a plan for the Crescent District is important to outline desired uses,
infrastructure and design to achieve the Town's goal of a mixed use expansion of downtown; and
WHEREAS, being proactive in identifying the elements of design for public and private
projects will assist in protecting the Leesburg's Old and Historic District; and
WHEREAS, a consultant team began work on the CDMP in February, 2005 with a
significant amount of public input before, during and after the documents were drafted; and
WHEREAS, the Planning Commission, who served as the Steering Committee for the
project, was assisted in the consensus-building process by the Board of Architectural Review and
the Economic Development Commission; and
WHEREAS, at its meeting of April 20, 2006, the Planning Commission recommended
approval of the Crescent District Master Plan, following duly advertised public hearings held on
February 2,2006, March 29,2006 and April 20, 2006; and
WHEREAS, the Town Council held a public hearing on June 13,2006 which was
advertised pursuant to Virginia Code Section 15.2-2204.

A RESOLUTION: ADOPTING THE CRESCENT DISTRICT MASTER PLAN
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby
adopts the Crescent District Master Plan dated April 11, 2006 as amended by the Attachment A.
PASSED this 2ih day of June 2006.
